~he April 5, 1976, meeting of the Village of Dublin Council was called to order
by the Mayor Charles Coffman. Roll call - William Callahan, absent; Ronald
Geese, present; Catherine Headlee, present; Charles Hicks, present; Robert
Karrer, present; Wilbur Ulrey, present. The minutes of the March 15 meeting
were read, Councilman Callhan arrived during the reading of the minutes.
Hicks moved approval of the minutes, Ulrey seconded, all voted in favor.

Correspondence The clerk read a letter from Congressman Chamlers Wylie
coneerning EPA and sewers, a letter from Smith and Moler cencerninga force
main hook up to the village sewers and a letter from the Department of Hous-
ing and Urban Development concerning flood insurance. Mayor Coffman noted
that expenditures on radio repair did not warrant a repair contract at this
time, council agreed.
Ordinance 20-76 amending ordinance 21-70 the sign regulation section was read
for a third time, all voted in favor of ordinance 20-76.
Resolution 17-76 on River Forest sanitary sewers was read for a third time,
Callahan moved to table the resolution, Ulrey seconded, all voted in favor.
Ordinance 23-76 hiring a village solicitor was read for a second time.
Ordinance 26-76 authorizing the village adminstrator to advertise for bids
for Coffman Road Park improvements was introduced by Headlee and read for
the first time, Hicks moved to dispense with the three time reading rule,
Karrer seconded, vote on three time reading rule, Callahan, no; Geese, yes;
Headlee, yes; Hicks, yes; Karrer, yes; Ulrey, yes. All voted in favor of
the Ordinance.

Ordinance 27-76 authorizing the mayor to appoint a police lieutenant and a
sergeant was introduced by Karrer and read for the first time.
Resolution 22-76 accepting certain sewer easements was introduced by Headlee
and read by the clerk, Hicks moved to dispense with the three time reading
rule, Karrer seconded, all voted in favor of the motion and the resolution.
Resolution 23-76 accepting certain sewer easements was introduced by Ulrey
and read for the first time, Ulrey moved to dispense with the three time
reading rule, Hicks seconded, all voted in favor of the motion and the
resolution.
Ordinance 28-76 authorizing the village adminstrator to advertise for bids
for a sprinkler and fire alarm system for the main tainence building was

ordinance.
Ordinance 29-76 adopting standard building regulations was introduced by
Geese and read for the first time, Ulrey moved to dispense with the three time
reading rule, Hicks seconded, vote on three time reading rule, Callahan, no;
Geese, no: Headlee, no; Hicks, yes; Karrer, no; Ulrey, yes; Motion failed.

Ordinance 30-76 accepting the bid of Kokosing Construction Company of
$596,650.80 for construction of the Sawmill Road to Coffman Road waterline
was introduced by Karrer and read for the first time, Karrer moved to dispense
with the three time reading rule, Ulrey seconded, all voted in favor of the
motion and the ordinance.
Hicks moved to authorize the clerk treasurer and the village adminstrator to
negiotiate for an anticipatory note to cover the total cost_of the water

Headlee requested that council receive copies of the minutes prior to each
meeting.
Bill Meyer explained the meeting with EPA concerning the sewer to River Forest
and where village now stands, council direoted the eigineer and one represent-
ative of council carry plans to Chicago to answer any questions if necessary.
Comcerning the Smith and MOler request for force main sewer Meyer noted that
the force main needs to be operated and maintained and that how many of such
agreements council can accept as temporary measures.
Marilee DArr asked if council was planning to make revisions in the
community commercial section of the zoning code.
