ThelMarch 15, 1976, meeting'( of the Village of Dublin council was called to order by the Mayor Charles Coffman. Roll call as follows: William Callahan, present; Ronald Geese, present; Catherine Headlee, present; Charles Hicks, present; Robert Karrer, present; Wilbur Ulrey, present. The minutes of the special meeting of March 5, 1976, were read, Karrer moved approval, Headlee seconded, all voted in favor of approval of the minutes. Communications-Park and Recreation Committee recommending village appropriate money for 4th July celebration and recommendations from planning and zoning. Ordinance 15-76 rezoning 90 acres owned by Muirfield was read for a third time, Jim Braithwaite made a further presentation on behalf of Muirfield. Vote on ordinance 15-76 as follows: Callahan, no; Geese, no; Headlee, no; Hicks, yes; Karrer, yes; Ulrey, yes; Mayor Coffman voted yes to break the tie and to pass ordinance 15-76 Ordinance 17-76 establishing paid holidays or compensatory time for holidays for all full time employees of the village was read for the thrid time. All voted in favor of ordinance 17-76. Ordinance 20-76 amending ordinance 21-70, village sign regulations was read for a second time. Resolution 17-76 for inside millage on River Forest sanitary sewers was read for a second time. Resolution 20-76 approving and accepting the final plat of the Laura Hills sub division was introduced py Ulrey and read by the clerk, Ulrey moved to dispense with the three time reading rule, Headlee seconded, all voted in favor of the motion and the resolution. ,... Resolution 21-76 urging congress to continue the federal revenue sharing pro- gram was introduced by Karrer and read by the clerk, Hicks moved to dispense with the three time reading rule, Geese seconded, all voted in favor of the motion and the resolution. -- Ordinance 23-76 employing Donald Richrdson as village solicitor was introduced by Geese and read for the first time by the clerk. Ordinance 24-76 amending ordinance 21-70 the zoning code, :RID regulations was introduced by Callahan and read for the first time by the clerk, Ulrey moved that ordinance 24-76 be send to planning and zoning for their inspection, Hicks seconded, vote to send to P & Z, Callahan, abstain, Geese, yes; Headlee, yes; Hicks, yes; Karrer, yes; Ulrey, yes. .Ai r-. 0 ~ ~'" b, j _,L \~j ~ RECORD OF PROCEEDINGS M inutcs of Meeting ~ National Graphics Corp" Cols" 0, Form No. 1097 ~ 11 chi March 15, 1976, continued ]9 Ordinance 25-76 setting final appropriations for 1976 totaling $1,712,387.00 was introduced by Hicks and read by the clerk, Geese moved to dispense with the three time reading rule, Ulrey seconded, all voted infavor of the motion and the ordinance. Headlee moved that $600.00 be expended from the contiquency account for the 4th of July celebration, Hicks seconded,all voted in favor. ~ ...J Callahan reported from P & z that Mews subdivision had been approved, final plat plan for Laura Hills had been approved, electric company is planning stati n just outside village limits, and that Muirfield phase #4 had been changed from twenty units per acre to five. Charles Mand commented on council's public hearing concerning zoning and ob- jected to the way the final comments concerning the third reading of the ordinance was held concerning the Muirfield rezoning.
