HI976 19 The February 16, 1976 meeting of the Village of Dublin Counci I was cal.led to order by Mayor Charles Coffman. Sherman Sheldon was named acting Clerk for the meeting. Roll Call was as fol lows: Callahan, present, Geese, present, Headlee, present, Hicks, pres- ent, Karrer, present and Ulrey, present. The minutes of the Feb- ruary 2, 1976 meeting were read, Hicks moved approval, seconded by Ulrey, all voted in favor. The following bills were submitted for payment: R. Mayer R. Hays R. McNemar J. Mayor Coff- man asked Mr. Seibert to notify him by March I, 1976 if an ext- ension of said lease was still needed. Ordinance 11-76 appointing five reserve policemen was read for the third time. Mr. Karrer moved, seconded by Mr. Hicks to pass this Ordinance as an emergency measure. Vote on motion was: Callahan No, Geese, Yes, Headlee, No, Hicks, Yes, Karrer, Yes, Ulrey, Yes. motion failed. Council then voted on regular passage of said Ordinance and all voted in favor and the Ordinance will become effective in 30 days. ""... Ordinance 13-76 pertaining to Vii lage Engineer and Planner con- tracts was read for the second time. On Ordinance 15-76 dealing with Muirfield rezoning of 90 acres it was moved by Hicks and seconded by Karrer to table said Ord- inance until March I, 1976 and all present voted in favor. -- - Ordinance 16-76 to permit the State to maintain 1-270 within the corporate limits was introduced by Ulrey and read for the first time. Mr. Ulrey moved, seconded by Mr. Karrer to dispense with the three time reading rule. All present voted in favor of the motion and the Ordinance. Resolution 08-76 accepting a sewer easement was introduced by Headlee and read for the first time. All present voted in favor of the motion. Ulrey then introduced Resolution 09-76 accepting a sewer easement and it was read for the first time. Hicks moved seconded by Ulrey to dispense with the three time reading rule, and all present voted in favor of the motion and the Resolution. ~ .""" Ordinance 17-76 dealing with paid Holidays for full time personne was introduced by Karrer and read for the first time. Callahan moved to delete President's Day from the list of Holidays sec- onded by Hicks. Vote to delete was Callahan, yes, Geese, yes, Headlee, NO, Hicks, yes, Karrer, yes, Ulrey, yes motion passed. Resolution 10-76 dealing with conditional dedication of a portion of the Midvo entrance road was introduced by Ulrey and read for the first time. After a lengthy discussion Karrer moved seconded by Geese to dispense with the three time reading rule. Vote was Callahan, yes, Geese, yes, Headlee, NO, Hicks, Yes, Karrer, yes Ulrey, yes and motion passed. Vote on the Resolution was Callahan yes, Geese, yes, Headlee, NO, Hicks, yes, Karrer, yes, Ulrey, yes Resolution passed. Ordinance 18-76 dealing with a contract with Flower Garbage for for trash collection was introduced by Ulrey and read for the first time. Headlee moved, seconded by Karrer to dispense with the three time reading rule, all present voted in favor of the motion and the Ordinance. Resolution 11-76 dealing with placing police levy on the bal lot was introduced by Ulrey and read for the first time. Resolution 12-76 dealing with placing Phase Two Water issue on the ballot was introduced by Ulrey and read the first time. Resolution 13-76 dealing with Phase Two Sewer $ 600,00 issue plac _ ment on the ballot was introduced by Karrer, read for first time. Resolution 14-76 Phase Two SewerS 400,000 issue placement on the ballot was introduced by Geese and read for the first time. Resolution 15-76 dealing with acceptance of report of Assessment Equalization Board on Sawmil I to Coffman Rd. waterline was intro- duced by Karrer and read for first time. Ulrey moved, seconded by Hicks to dispense with three time reading rule. Vote was Callahan NO, Gesse, NO, Headlee, No, Hicks, Yes, Karrer, Yes, Ulrey, Yes. motjon fai led. Callahan suggested that the Finance Committee re- view all issues abovementioned and make any comments they feel are appropriate regarding said issues. ...... .....
