Sherman Sheldon was named acting Clerk for the meeting. Rollcall was as follows: Callahan, present, Geese, present, Headlee, present, Hicks, present, Karrer, present and Ulrey, present. The minutes of the February 16, 1976 meeting were read, Mr. Karrer moved, seconded by Mrs. Headlee to approve the minutes, all present voted in favor. The reports of the Cemetery Commission and the Finance Committee were read. Ordinance 13-76 pertaining to Village Engineer and Planner con- tracts was read for the third time, and the vote was Callahan, yes Geese, yes, Headlee, yes, Hicks, ABSTAIN, Karrer, yes, Ulrey, yes. Ordinance 15-76 proposing rezoning of 90 acres owned by Muirfield to P.Il.D. was read for the second time, and then the public hear- ing was held. Ordinance 17-76 pertaining to paid or compensatory Holidays for al I full-time employees of the Vi Ilage was read for the second time. """... Resolutionll-76 pertaining to a police levy was read for. the sec- ond time. Mr. Geese moved, seconded by Mr. Karrer to amend the the Resolution to read 1.6 mi lis rather than 1.2 mi I Is, and all voted in favor of the amendment. Mr. Geese moved, seconded by Mr. Karrer to dispense with the three time reading rule. AI I voted in favor of the motion and the Resolution. '-- Resolution 12-76 was read for the second time, dealing with the $ 775,000 water issue. Mr. Ulrey ~hen in- ~roduced Resolu~ion 16-76 dealing wi~h sani~ary sewers for River Fores~, and i~ was read for ~he firs~ ~ime. Mr. Hicks moved, sec onded by Mr. Cal lahan ~o dispense wi~h ~he ~hree ~ime reading rule, all voted in favor of ~he motion and the Resolution. ... Since Resolution 17-76 was not on the published agenda, Mr. Callahan moved, seconded by Mr. Ulrey to dispense with the Co- uncil rule of order, and all voted in favor. Mr. Ulrey then in- troduced Resolution 17-76 dealing"with sanitary sewers for River Forest, and it was read for the first time. Mr. Callahan moved, seconded by Mr. Karrer to dispense with the three time reading rule, and vote on ~~e motion was Callahan, yes, Geese; NO; Head- lee, NO, Hicks, NO, Karrer, yes, Ulrey, NO and motion failed. Ordinance 19-76 dealing with construction of the Sawmi II Rd to Coffman Rd waterline was introduced by Mr. Ulrey and read for the first time. Mr. Hicks moved, seconded by Mr. Geese to dis- pense wi~h the three time reading rule, all voted in favor of the mo~ion and ~he Ordinance. ....... ..... Resolution 18-76 dealing with negotiations with Washington/Perry Fire Board for primary service to areas in t~e VilJage, but out- side Franklin Coun~y was introduced by Mr. Karrer and read for the first time. Mr. Callahan moved, seconded by Mrs. Headlee to dispense wi~h the three time reading rule, all voted in favor of ~he motion and ~he Resolution. Ordinance 20-76 dealing with an amendment to Ord. 21-70, the Village Sign Regulations was introduced by Mr. Geese and read for the first time. Ordinance 21-76 es~ablishing the position of Ceme~ery Director was introduced by Karrer and read for ~he first time. Mr. Geese moved, seconded by Mr. Callahan ~o dispense with the three time reading rule, and all voted in favor of the motion and the Ord. Ordinance 22-76 dealing with hiring a Cemetery Director was in- troduced by Mr. Ulrey and read for the first time. Mr. Callahan moved, 2nd by Mr. Hicks to amend ~he Ord. by adding" His employ- ment shal I continue un~i I March 2, 1978 or unti I his replacement is appointed". All voted in favor of the amendment. Mr. Karrer moved, seconded by Mr. Hicks to dispense with the three time reading rule and all voted in favor of the motion and the Ord. ....., .... . Resolution 19-76 dealing with duties of Finance Committee was intwoduced by Mr. Geese and read for ~he first time. Mr. Callahal moved, 2nd by Mrs. Headlee to amend the Ord. by adding the words "long range" to Section I, and all voted in favor of the amend- ment. Mr. Geese moved, 2nd by Mr. Karrer to dispense with the three time reading rule, and all voted in favor of the motion and the Resolution.
