'l'ne 1"eDruary 2, 1976, meeting of the ltillage of Dublin council was called to
order by the Mayor Charles Coffman. Roll call as follows: William Callahan,
absent; Ronald Geese, present; Catherine Headlee, present; Charles Hieks,d
present; Robert Karrer, present; Wilbur Ulrey, present. The minutes of the
Januar,y 19 meeting were read, Ulrey moved approval, Karrer seconded, all presen
voted in favor. The following bills were subnitted for payment:

Mrs Carstens, representing the River Forest Civic Assn, asked council to con-
sider not placing the sewer line to River Forest on the ballot as the Muirfield
force main is now ready.

Ordinance 01-76 appointing members to the Board of Zoning Appeals was read for
a third time, all present voted in favor.
Ordinance 02-76 appointing members to the Architectural REview Board was read
for a third time, all present voted in favor.
Ordinance 03-76 appointing members to the Parks and Recreation Committee was
read for a third time, all present voted in favor.
Ordinance 04-76 amending ordinance 19-75 a traffic violations ordiaance was
read for a third time, all presnet voted in favor.
Ordinance 09-76 accepting the IOOF cemetery and providing for the care and
maintainence of all village cemeteries was read for a third time, all present
voted in favor.
erdinance 11-76 appointing five reserve policemen was read for a second time.
Police chief Robert Mayer reported on use of reserve policemen and their
qualifications.

Resolution 05-76 adopting a "watercourse plan" was introduced by Headlee and
read for the first time, Jeff Brown, a representative from Mid Ohio Regional
Planning presented a slide showing about the watercourse plan, Karrer moved to
dispense with the three time reading rule, Hicks, seconded, all present voted
in favor of the motion and the resolution.

Resolution 06-76 appointing an assessement equalization board for water assess
ments and setting the time and place of the meeting was introduced by Ulrey an
read for the first time, Ulrey moved to dispense with the three time reading
rule, Hicks seconded, all present voted in favor of the motion and the resolutio~.
Resolution 07-76 accepting certain sewer easements was introduced by Karrer an
read by the clerk, Karrer moved to dispense with the three time reading rule,
Ulrey seconded, all presnet voted in favor of the motion and the resolution.
Ordinance 13-76 pertaining to village engineer and planner contracts was intro
duced by Geese and read for the first time.
Ordinance 14-76 amending ordiance 10-76 pertaining to Sunshine Laws was intro-
duced by Geese and read for the first time.

Ordinance 15-76 proposing the rezoning of 90 acres by Muirfieed Ltd, from
R-1 to P.U.D. was introduced by Hicks and read for the first time. A short
presentation was made by Jim Braithwaite.
Council discussed the installation of the first street lights in Muirfield
principally on Muirfield Drive and Memorial Drive, Ulrey moved, Karrer
seconded that village adminstrator go ahead with the installation, vote on
motion: Callahan, absent; Geese, no; Headlee, no; Hicks, yes; Karrer, yes;
Ulrey, yes; motion passed.

Mayor Coffman appointed the follwoing to the finance committee: Sherman
Sheldon, Charles HiCkSt:JiC~ ;ermeer, & Phillip Carstens. Mayor asked
to give permi ssion to ...\l fay: .~ to stay another thi rty days in vi llage
house, on Post Road if he cannot immediately find another house in this area,
no o'b.!ections. Mayor noted that the Chamber of Commerce was not going to
sponsor the 4th of July celebrations this year and noted that he was open
to suggestions so that the celebration can be held. The mayor suggested that
council cOll~ider adopting a plan for handling futlrre ordinances seeking a
rezoning. Headlee aSked that police reports be available monthly.
The mayor declared the meeting adjourned
