The January 19, 1976 meeting of the Village of Dublin council was called to order by the Mayor Charles Coffman.L Roll call as follows: William Callahan, present; Ronald Geese, present; Catherine Headlee, present; Charles Hicks, present; Robert Karrer, prese~t; Wilbur Ulrey, present. The minutes of the January 5 meeting were read, Ulrey moved approvai, Karrer seconded, all voted in favor of approilJal of the minutes. Ordinance 01-76 appointed members to the bjoard of zoning appeals was read for the second time. ..... Ordinance 02-76 appointing members to the architectural review board was read for a second time. Ordinance 03-76appointing members to the parks and recreation committee 'was read for a second time. Ordinance 04-16 amending ordinance 19-75, a traffic violations ordinance, was read for a second time. OrdiBaI!ce 05-76 directing the village amminstrator to advertise for bids for garbage and rubbish collection was read for a second time, Karrer moved to do away with the three time reading rule, Callahan seconded, all voted in favor of themotion and the ordinance. Ordinance 09-76 accepting the I.O.O.F. cemetery was read for a second time. Ordinance 10-76 adopting rules for notification of meeting in regard to the Sunshine Law was introduced by Ulrey and read by the clerk, Callahan proposed an anemdment, Karrer suggested the amendment be studied for later adoption and the ordinance be passed at this time, Karrer moved to dispense with the three time reading rule, Geese, seconded, all voted in favor of the motion and the ordinance. Ordinance 11-76 appointing five reserve pelice officers was introduced by Ulrey and read by the clerk for the first time. ".... Resolution 01-76 cooperating with the State Director of Transportation in a State Ravement Marking Program was introduced by Karrer, Callahan moved to dispense with the three time reading rule, Geese, seconded, all voted in favor of the motion and resolution. Ordinance 12-76 cooperating with the state for improvements in traffic signals for the intersection of states routes 161, 33 & 257 was introduced by Headlee and read for the first time by the clerk, Geese moved to dispense with the three time reading rule, Ulrey seconded, all voted in favor of the motion and the ordinance. Resolution 02-76 declaring the necessity to submit to the electors the question of waterline improvements was introduced by Hicks and read by the clerk, Geese moved to dispense with the three time reading rule, Hicks seconded, all voted in favor of the rmotion and the resolution. -- ~ -1 :;- it!. _L ..) Held January 19, 1975 continued 19 Resolution 03-76 declaring necessity to submit the question of sanitray sewer improvements to the electors was introduced by Headlee and read for the first time by the clerk, Hicks moved to dispense with the three time reading rule Ulrey seconded, all voted in favor of the motion and the resolution. -- Resolution 04-76 declaring the necessity of submitting the question of sanita~ sewer improvements to the electors was introduced by Geese and read for the first time by the clerk, HKrrer moved to dispense with the three time reading rule, ULrey seconded, all voted in favor of the motion and the resolution. wiJ The board was asked by the county auditor to consider placing of a police levy renewal on the ballot in June, council briefly discussed this and will con- a reBalution at the next meeting. The clerk noted that the final appropriatioIS resolution needs to be passed before March and the only area that needs more consideration is capital improvements. The mayor noted that he would like to form a financial committee and is considering the make up of the committee at this time. The mayor asked that council consider asking the renters to move out of the house on Coffman Road so the house could be turned over to the police, HiCks moved that the village proceed to change over the house on Coffman Road to the police department and that the village adminstrator inform the renters of this decison and give them notice as noted as noted in the rental agree.ent, [.'1 Ulrey seconded, all voted in favor of the motion. The mayor noted what altemnatives the village as concerning expansion of the village offices, rework the aId garage, add to present building, use t bay of new garage, lease, or build permanent building step by step. Councilman Geese asked the ~illage adminstrator to look into theA~A~~ibility of leasing the area on the East side of the river, South of the ~ for a park, adminstrator to contact the City of Columbus. ...... .... The status of the force main dedication _6 the village is tkat Muirfield has all pump stations on, geeting total costs all together, will submit costs and easements to the Village, alarm lights and horn are being put on main station, whem all ready, Muirfield will request acceptance. Callhan moved to remove from the table the.. griinance hiring a village engineer and proposed that the ordinance be revised to require separate contract for engineering and planning and that a procedure be established setting a proceduI ~ for obtaining information on the experience and capability of selected alternat ~ purveyors of these services in arder to permit council to make knowledgeable award of the contracts to the applicant who will provide the village with the test andmost efficient services also establishing that the existing contract shall terminate on the earliest leagal date following the award of new con*ract~ which will become effective on the same date, Geese seconded, upon the advice of the solicitor, the motion and second was withdrawn.
