DECEMBER .15,1975 19 The December 15, 1975 meeting of the Village of Duhlin council was called to order b~y the Mayor Joseph Dixon. Roll call: Charles Coffman, present; Lewis Geese, present; Cathe~ine Headlee, present; Charles Hicks, present; Robert Karrer, &bsentj Wilbur Ulrey, present. ,The minutes of the December 1 meeting were read, Ulrey moved approval of the minutes, Coffman seconded, all present voted in favor. The clerk read a lett'r concerning gas rates and letter from P & Z approving the laura Hills subdivision. Jom Selby, bond counsel for the village, explained financing of the Rivr Forest sewer connection. i ...... Ordinance 65-75 acceptin5 the final plat of the Johnston subdivision was read for a third time, all present voted in favor of the ordinance. Ordinance 66-75 confirming the appointment of Robin Geis as a policeman of the village for a probationary period of six months was read for a third time, vote.on ordinance 66-75: Coffman, yes; Geese, no; Headlee, no; Hicks, yes; Karrer, absent; Ulrey, yes. The clerk said he felt tr'e ordinance flailed be- cause it needed four votes or a majority of council, the solicitor said that according to an attern@y ~ner&l~ opinion the majority of those present 'Jas all that was needed. (Note- T~clerk failed to sign the ordinance until further study) DJ. '<0 ,5"I'I'UIU C"1I1- T Ordinance 67-75 A vote to untable the amendment as proposed at the necember 1 meeting was taken, Coffman, no; Geese, no: Headlee, no; Hicks, abstain; Karrer absent; Ulrey, no. Ordinance 67-75 concerned a new contract with Burgess and Niple for engineering services, Coffman moved to table ordinance 67-75, Ulrey seconded, ~Qte on tabling, Coffman, yes; Geese, yesl Headlee, yes; Hiaks, abstain: Katrer, absent; Ulrey, yes. Ordinance tabled. ".... ! -- Ordinance 69-75 providing for a change in Zlning in certain rral estate from zoning !!strict L I to R-4 was read for a second time. Ordinance 70-75 to appropriate unappropriated funds from gneral fund to cover expenses incurred in~75 for which previously appropriated amounts were in- sufficient was introduced by Geese and read by the clerk, Ulrey moved to dis- pense "-lith thre three time readin rule, Hicks, seconded, all present voted in favor of the motion and the ordinance. Ordinance 71-75 amendi~ the 1975 appropriations ordinance was introduced by Coffman and read by the clerk, Coffman moved to dispense with the three time reading rule, Hicks seconded, all present voted in favor of the motion and the ordinance. ~..:;. . December n15.,1975 continued 19 Resolution 49-75 setting a time and place for a public hearingfor a rezoning of c/ 90 acres was introduced by Ulrey and read by the clerk, Headlee moved,to dis- pense with the tree time reading rule, Coffman seconded, all pre sent voted in f favor of the motion and the resolution. , Resolution 50-75 expressing gratitude to Jospeh Dixon for his service to the village as a councilman and mayor was read by the clerk and unamimously passed. Resolution 51-75 expressin~ gradiitude to Lawis Geese for his service to the village as a councilman a nd mayor was read by the clerk and unamimously passed. C5ffman moved, Ulrey seconded that council approv~ the mayor's authoirzation of the Laura Hills subdivision preliminary plat. All prese.nt voted in favor. Coffman moved, Hicks secondeq~~~~t council approve the mayor's authorization a tl~ preliminary plat of the E:Qe subdivision. All present voted in favor. Ulrey noted that the facility committee f'eJ.t that any change in maintainence building would be too expensive and that committee was making further study, possibly'building a new building in stages. Coffman not"d that appointments to several boards need to be made a next meeting and asked for sugGestions. Headlee noted that North area mental health group is being formed and membershi drive will be started, news releases are to be made, film and speakers are aV2ilable. Larry Schaeffer noted that a referendum petition concerning ordinance 60-75 will be presented to the village clerk.
