HomeMy WebLinkAboutResolution 002-17RECORD OF RESOLUTIONS Dayton Legal Blank, Inc., Form No. 30045 Resolution No. 02-17 Passed A RESOLUTION ACCEPTING THE LOWEST AND BEST BID FOR THE 100 GIGABIT — DUBLINK IGNITE FIBER OPTIC PROJECT (Project No. 16 -DCSD Fiber Build Phase 1) 20 WHEREAS, House Bill 49Y passed by the Ohio General Assembly in 2014 appropriated Three Hundred Thousand Dollars ($300,000) to the Chancellor of the Ohio Board of Regents to be used by the City of Dublin, Ohio ("City's for the construction of certain capital infrastructure to wit: a new fiber optic system; and WHEREAS, a Joint Use Agreement was previously entered into and among the City, the Chancellor of the Ohio Board of Regents, and The Ohio State University /Ohio Academic Resources Network C'OARnet"� in accordance with the Ohio Administrative Code Section 3333- 1- 03(E); and WHEREAS, the City has existing optical fiber systems throughout much of the City; and WHEREAS, the City desires to interconnect K -12 and municipal facilities /optical fiber systems to OARnet; and WHEREAS, formal advertising and competitive bidding procedures have been conducted, pursuant to Section 8.04 of the Revised Charter and Chapter 37 of the Dublin Code, for the 100 Gigabit — Dublink Ignite Fiber Optic Project; and WHEREAS, Council has determined that the bid submitted by Team Fishel constitutes the lowest and best bid. NOW, THF� EFORE, BE IT RESOLVED by the Council of the City of Dublin, State of Ohio, of the elected members concurring, that: Section 1. The bid submitted by Team Fishel in the total amount of $190,000 is hereby accepted. Section 2. The City Manager is hereby authorized to enter into contracts with Team Fishel for performance and completion of the 100 Gigabit — Dublink Ignite Fiber Optic Project, pursuant to the Advertisement, Proposal and Contract Documents for said project on file in the office of the Chief Information Officer. Section 3. This Council further hereby authorizes and directs the City Manager, the Director of Law, the Director of Finance, the Clerk of Council, or other appropriate officers of the City to prepare and sign all other agreements and instruments and to take any other actions as may be necessary to implement this Resolution and complete the project. Section 4. This Resolution shall take effect upon passage in accordance with Section 4.014($ of the :Revised Charter. The intent of this projectf as presented to the State of Ohio General Assemblyf is to: Provide a Aber optic backbone that can operate at 100 gigabits of broadband speed and capacIty In order to create, retaln, expand and attract h1gh-tech and broadband driven industry, busfi7esses andjobs, while expanding the capabilities of primary an secondary education. I &esolution No. 02-17 would enable certain portions of this system to be built specifically in supporw;- of Dublin City Schools connecting the following schools to the existing fiber optic backbone: The Dublin City Schools Administrative Office and Dublin Coffman High School are alread, connected to the City's fiber optic backbone. Council previously authorized the execution of a Joint Use Agreement with the Chancellor of the Ohio Board of Regents and The Ohio State University/Ohio Academic Resources Network in order to receive this funding. Ohio Administrative Code Section 3333-1-03(E) requires a public institution Resolution No. 02-17 January 5, 2017 Page 2 of 2 to submit a joint use agreement that contains the requirements (l)-(11) for review and approval by the Chancellor. The City has demonstrated that the value of the use of the proposed asset will meet the requirements of the Ohio Administrative Code, and the Chancellor and The Ohio University/ Ohio Academic Resources Network have executed the Joint Use Agreement. Summary On January 4, 2017, five (5) sealed bids were received, publicly opened and read for the 100 Gigabit — Dublink Ignite Fiber Optic Project. The Engineer's estimate was $300,000. Staff has reviewed all bids and a summary of the bids 'is listed below. Staff has thoroughly reviewed the bid from Team Fishel and determined it to be the lowest and best bid of $190,168.32.
