The July 21, 1975, meeting of the Village of Dublin council was called to order
by the Mayor Joseph Dixon. Roll call as follows: Charles Coffman, present;
Lewis Geese, present; Catherine Headlee, present; Charles Hicks, present; Roberi
Karrer, present; Wilbur Ulrey, present~' The minutes of the July 7 meeting were
read, Coffman moved approval, Karrer seconded, all voted in favor of approval.

Coffman moved, Karrer seconded that ordinance 36-75 concerning street lighting
in Muirfield Village be removed from the table, all VOTed in favor, after the
clerk read the ordinance the following vote \.]8.8 taken, Co"frnan, yes; Geexe, yes
Headlee, yes; Hicks, yes; Karrer, yes; Ulrey, yes. Ordinance 36-75 passed.
Ordiance 39-75 concerning bicycle registration a'1d regulations was read for th
third time, vote of ordinance 39-75 as follows: Coffman, no; Geese, no; Headle ,
yes; Hicks, no; Karrer no; Ulrey, no. Ordinance 39-75 fails.
Resolution 33-75 approving the report of the assessemnt equalization board was
introduced by Ulrey and read by tIle clerk, Geese moved the following adnition,
and further, eliminate estimated assessment against Washington Twp lot #286W,
Karrer seconded, all VOti36 in f2cvor of the addition, Hicks moved to dispense
with the three time reading rule, Coffman seconded, all voted in f:'vor of the
motion, all voted in favor of the resolution except Karrer who abstained.
Ordinance 44-75 determining to proceed with construction of phase one sewers
and directing the village adminstrator to advertise for bids was introduced by
Coffman, eM'ti it was read b; the clerk, Coffman moved to dispense with the thre
time readin rule, Ulrey seconded, all votedin favor of the motion and the reso utioJ

Ordinance 45-75 establishing a rate of pay, plus benefits for the chkf of polic
was:ntroduced by Ulrey and read for the first time.

Resolution 34-75 accepting certain easements for phase one sewers was intro-
duced by Coffman and read by the clerk, Karrer movedto dispense with the three ~ime
:beading rule, Coffman seconded, all voted in f<,vor of the motion and the resoluGion.
Ordinance 46-75 amending the code of ordinances of the Village of Dublin con-
cernin speeding violations \.JaS introduced by Karrer and read by the clerk,
Ulrey moved to dispense with the three time reading rule, Hicks, seconded, all
voted in favor of the motion and the ordinance.
Ordinance 47-75 approving the appointment of Lee Riley, Jos~phSpeziale, and Da1rid
Wright at= reserve police officers was introduced by Geese and read by the cler .
Earlier Hicks moved and Heaauee seconded that rule of council be suspended so that
this ordinance may be read. Ulrey noved to dispense with the three time re'ldin'"
gule, Geese seconded, all voted 'in favor of the motion and the ordinance.

Ordinance 29-75 placing final appDoval of PUD final development plans in the
hands of council rather than Planning and zoning was road by the clerk, a
public hearing concerning this ordinance was then held with several people spe ing
for and several speaking against the ordinance. After the public hearing
the following vote was taken on ordinance 29-75, Coffman, no; Geese, no;
Headlee, yes; Hicks, no; Karrer, no; Ulrey, no. Ordinance failed.

Ordinance 37-75 amending the subdivison regulation to add park fees in PUD
developments was read by the clerk and a public hearing "as held with people ,q
speaking both for and against the ordinance,obeing unable to agree on a fee
amount Karrer moved tha council table the ordinance, Hicks seconde~all voted
in favor of tabling.

During the discussion of the equalization board report the following people
protested their assessments, Flossie Luton of Riverviaw Street, Mr Cooper of
Lily-Mar and Mr Chambers of l1artin Road.
The-village adminstrator and village engineer reported on the River Knolls
drainage problem, council instructed the adminstrator to prepase an ordinance
to advertise for bids for this impDDvement, as per specifications of the engin rl
Council gave Bill Meyers of Burgess and Nipleo permission to Itart making atlas
maps for water, sewer, and storm sewers for the keeping of records.
Council heard a report that the Kiwanis was willing to help the Chamber of
Commerce with the parking lot on the Union 7~ property.
Mayor will send a letter to each member of the Assessment Equalization board
thanking them for their services.
