Form No. 1097 ~ ~- Held JULY 7, 1975 The July 7, 1975, meeting of the Village of Dublin council was called to order by the Mayor Joseph Dixon. Roll call as follows: Charles COffman, present; Lewis Geese, present; Catherine Headlee, present; Charles Hicks, prese,n~; Robert Karrer, present; Wilbur Ulrey, present. Karrer moved t I> pay all the bills except the $862.45 to Burgess ani Ninle for nlanning land use Coffman seconded, all voted in favor. Clerk and viII adm to check B & N bills. Clerk read correspondence from Bill Meyer of Burgess and Niple concerning drainage at River Knolls and Orchard Crest, Meyers presented two possible corrections, council felt that the property owner on Northeast corner should be contacted before council makes any deeision. Sheldon will make contact. ",... Clerk read two letter f'rom Gene Fulscher, ohe suggesting that all council infot1- ation be published in Northwest News and the other recommending the mayor creatE an industrial committee, an effort will be made to get council information to Northwest News, publishing deadline will be a problem for some items, and mayor will consider industrial committee. -- Ron Davis of the Chamber of Commerce spoke with council about parking lot on Un on 7~ 76 lot, chamber has one year lease with Union 76 for lot and is paying the insurance and for the lease, request of council to pay half of preparing lot, landsca~ing, concrete apron, etc, total cots to be $1765.00. Solicitor to see f village can work with chamber on such a project. Ulrey moved, Hicks seconded the question of the Dedic,'tion of David Road be sent to planning and zoning for theirstudy. Ordinance 36-75 dealing with street lighting in Muirfield Village was read for the third time, council concerned with two electric companies in the area, Karrer moved, Coffman seconded that the work ALL in section one be removed, council then questioned who decides who and when what lights are to be placed, Karrer withrew motion, Coffman withdrew second, Ulrey moved to table for further study, Geese seconded, all voted in favor. ~~"'""'-~ ~'''''""'W'''___rflllll}1J-,,, 78 RECORD OF PROCEEDINGS Ai inutes of ~ Meeting National Graphics Corp., Cols" O. Resolution 29-75 accepting certain sewer easements was introduced by Karrer and re'"-d by the clerk, Coffman moved to dispense with the three time reading rule, Hicks seconded, all voted in favor of the motion and the resolution. ~ Resolution 30-75 accepting certain water easements was introduced by Coffman and read by the clerk, Karrer moved, Ulrey seconded to dispense with the three time reading rule, all voted in favor of the motion and the resolution. ....J Ordinance 41-75 amedning the 1975 appropriations was introduced by Coffman and re~d by the clerk, He'ldlee moved to dispense with the three time reading rule Karrer seconded, all voted in favor of the motion and the ordinance. Ordinance 42-75 transfering funds from the general fund to the street fund and bond retirement fund was introduced by Coffinan and read by the clerk, Ulrey moved to dispense with the three time reading rule, Coffman seconded, all voted in f~vor of the motion and the ordinance. Ordinance 43-75 accepting the bid of $45,603.00 from Central Ohio Building, Inc. for a comfort station and 2 shelter houses was introduced by Karrer and read by the clerk, Headlee moved to dispense with the three time reading rule, Geese seconded, all voted in favor of the motion and the ordinance. Resolution 31-75 declaring the necessity of submitting to the electors of the ~illage the question of iSSUing bonds for the purpose of constructing a municipal waterworks was introduced by Karrer and read by the clerk, Ulrey moved to dispensew:i.th the three time reading rule, Hicks seconded, all voted in favor of the motion and the resolution. ....., th.J..j Resolution 32-75 declaring the necessity of submitting to the electors of the village the question of issuing bonds for the purpose of constructing a municipal waterworks was introduced by Ulrey and read by the clerk, Karrer moved to dispense with the,"three time reading rule, Hicks seconded, all voted in favor of the motion and the resolution. ill'ge CQffrnan moved, Headlee seconded that the 1976 budget of $861,367.00 be adopted and forwarded to the Franklin County auditor, all voted in favor of the motion. Council suggested that the village write the Chamber of Commerce praising them for the fine Fourth of July celebration~ Mayor Dixon will write the letter.
