A RESOLUTION AUTHORIZING THE CITY MANAGER TO
COOPERATE AND ENTER INTO AN AGREEMENT WITH THE OHIO
DEPARTMENT OF TRANSPORTATION FOR THE
LOGAN/UNION/FRANKLIN —SMART MOBILITY

WHEREAS, The Ohio Department of Transportation intends to design and construct two
fully functional independent underground fiber optic lines (phasing to be determined) referred
to as the US-33 Route and the Local Route; and
WHEREAS, these fiber optic lines comprising the US -33 Route will be constructed between
the City of Dublin, Ohio and East Liberty, Ohio, and
WHEREAS, the construction of such fiber optic routes will provide unique and robust
infrastructure on which a smart mobility corridor can be established; and
WHEREAS, such a unique infrastructure can be significantly leveraged for research and
development and economic development in general; and
WHEREAS, the City of Dublin desires to partner with the Ohio Department of
Transportation, City of Marysville, Ohio and Union County, Ohio and other jurisdictions, as
may be appropriate in the future, to ensure the construction of this infrastructure.
NOW TH REFORE, BE IT RESOLVED by the Council of the City of Dublin, State of
Ohio, of the elected members concurring, that:
Section 1. Project Description. The intent of this project is to construction of two fully
functional independent underground fiber optic lines. These two independent routes will be
referred to as the "US -33" Route and the "Local" Route. The US -33 Route follows existing
US -33 R/w between Dublin and East Liberty Ohio. The Local Route follows old US -33,
which is now Industrial Parkway, Northwest Parkway, Honda Parkway, SR739, SR 287, and
SR 347 between Dublin and East Liberty.
Section 2. Consent Statement. Being in the public interest, the City of Dublin gives
consent to the Director of Transportation to complete the above described project.
Section 3. Cooperation Statement. The City of Dublin shall cooperate with the Director of
Transportation in the above described project as follows:
a. The City hereby agrees to cooperate with the Director of Transportation of the
State of Ohio in the planning, design and construction of the identified highway
improvement project and grants consent to the Ohio Department of Transportation
for its development and construction of the project in accordance with plans,
specifications and estimates as approved by the Director;
b. ODOT agrees to assume and bear the cost of preliminary engineering, right -of-
way, and construction by administering Federal and State funds for this project.
c. The City agrees to assume and bear one hundred percent (100 %) of the total cost
of those features requested by the City which are not necessary for the
improvement as determined by the State and Federal Highway Administration.
Section 4. Utilities and Right -of -Way Statement. The City of Dublin agrees that all right -of-
way required for the described project will be acquired and /or made available in accordance
with current state and federal regulations. Right -of -way costs include eligible utility costs.
ODOT agrees to be responsible for all utility accommodation, relocation and reimbursements
and agrees that all such accommodations shall comply with the current provisions of 23 CFR
645 and the ODOT Utilities Manual.
Section 5. Maintenance. Upon completion of the project, and unless otherwise agreed, the
LPA shall: (1) provide adequate maintenance for the project in accordance with all applicable
state and federal law, including, but not limited to, Title 23, U.S.C., Section 116; (2) provide
ample financial resources, as necessary, for the maintenance of the project; (3) maintain the

right -of -way, keeping it free of obstructions, and (4) hold said right -of -way inviolate for
public highway purposes.
Section 6. Authority to Sign. The City Manager is hereby empowered on behalf of the City of
Dublin to enter into contracts and /or agreements with the Director of Transportation necessary
to complete the above described project.
This Resolution shall take effect and be in force from and after the earliest date permitted by
law. /I

Summary
This proposed project will be a design /build project to construct approximately 100 miles of
underground fiber optic lines along two different routes. The two communication lines will run
between Dublin and East Liberty, Ohio. One line along US -33, and a redundant line is proposed
along Industrial Parkway. The majority of the work within Dublin will utilize existing conduit for
the proposed fiber optic cable (please see Exhibit B, page 4: the orange and blue routes). The
work within the City of Dublin may involve the installation of new communication routes along
Perimeter Drive, Shier -Rings Road and Eiterman Road (please see Exhibit B. page 4: the red and
yellow routes)
This project will provide a unique infrastructure upon which a smart mobility corridor can
be established. Fiber optic infrastructure will provide a robust backbone to carry data that
will support various kinds of potential technologies and technology related structures that
could enable connected vehicles and even autonomous vehicle research. Such
infrastructure can also support other related or even unrelated research and development
due to the type and volume of data that can be carried and connected to other research
networks such as OARnet (Ohio Academic Resource Network) and Dublin's National
Science Foundation Geni Rack (Genf Rack provides collaborative and exploratory environments
for academia, industry, and the public to catalyze groundbreaking discoveries and innovation in
global networks. The Geni Rack uses commodity Internet for control access to rack resources, and
shared VLANs for the application and experiment data connections. The racks may also use layer 3
Internet connections for some experiments, particularly IP cloud experiments.), as well as, to
Dublink and the various data centers it accesses.

Cost
This project is completely funded by the Ohio Department of Transportation. Dublin has
worked with ODOT on the planning and development of this initiative. Dublin has not
requested local improvements as a part of this project. The only cost anticipated at this
time may be connectivity to the Dublink fiber optic system. This project is currently
planned within existing right -of -way. The improvements planned to date will not require
Dublin to purchase any additional right -of -way. Staff is not aware of any additional right -
of -way being acquired by ODOT.
Schedule
Construction is tentatively planned to start in the spring or summer of 2017 with a
tentative completion of summer of 2018.
Recommendation
Staff recommends Council adopt Resolution 72 -16, authorizing the City Manager to
Cooperate and Enter into an Agreement with the Ohio Department of Transportation for
the Logan /Union /Franklin — Smart Mobility.
