A RESOLUTION ACCEPTING THE LOWEST AND BEST
BID FOR THE RECREATION CENTER CLEANING
SERVICES AND AUTHORIZING THE CITY MANAGER
TO ENTER INTO A CONTRACT FOR THE PROJECT.

WHEREAS, formal advertising and competitive bidding procedures have been
conducted, pursuant to Section 8.04 of the Revised Charter and Chapter 37 of
the Dublin Code, for the Recreation Center Cleaning Services; and
WHEREAS, Council has determined that the bid submitted by Mid - American
Cleaning Contractors constitutes the lowest and best bid.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Dublin,
of its elected members concurring, that:
Section 1. The bid submitted by Mid - American Cleaning Contractors in the
total amount of $218,423.12 is hereby accepted.
Section 2. The City Manager is hereby authorized to enter into a contract
with Mid - American Cleaning Contractors for performance and completion of
the Recreation Center Cleaning Services pursuant to the Advertisement, Bid
Proposal and Contract Documents.
Section 3. This Resol,n shall take effect upon passage in accordance
with Section 4.04(a) of Revised Charter.

An Evaluation Team consisting of the Director of Public Works, Facilities Manager, Facilities Crew
Supervisor, Director of Recreation Services,, and Recreation Administrator reviewed all bids and a
summary of the bid prices is listed below.

To determine the lowest and best bidder, information was requested related to past experience
and current performance, employee recruitment, training and retention practices, quality control
program and management/supervisory structure. The Evaluation Team comparatively rated and
ranked the bids,, short-listed three bidders, and conducted interviews. Mid-American Cleaning
Contractors was determined to offer the best overall value. They have been in business 41 years

If approved by the City Council, staff will immediately work with Mid-American Cleaning
Contractors to execute the contract and begin the process of familiarizing their cleaning and
supervisory staff with the Facilities personnel that will oversee their work as well as the staff at the
Recreation Center. The contractors will likely begin providing cleaning services in January 2017.
