The May 19, 1975, meeting of the Village of Dublin council was called to order
by the Mayor Joseph Dixon. Roll call as follows: Charles Coffman, present;
Lewis Geese, present; Catherine Ifeadlee, present; Charles Hicks, present;
Robert Karrer, present; Wilbur Ulrey, present. The minutes of the Ray 5 meet-
ing were read, Coffman moved approval, Karrer seconded, all voted in favor.

Coffman,moved, Geese seconded to take from the table the ordinance rezoning
the Fulscher tract of land on Rings Road, Fu1scher presented a more detailed
plan of part of the property, Fu1scher was c aIled from t he meeting, Hicks
moved to retab1e, Ulrey seconded, all voted in favor.

sewer facilities was read for t he second time, Karrer moved
the three time re ding rule to pass as an emergency measure,
Coffman, yes; Geese, yes; Headlee, yes; Hisks, no; Karrer,
Motion failed.
Ordinance 34-75 hiring Donald A Richardson as village solicitor was read for
the second time, Coffman moved to dispense with the three time reading rule
to pass an emergency measure, Ulrey seconded, all voted in favor of the motion
and the ordinance.
Ordinance 35-75 amending the sign ordiance to require permits for banners was
introduced by Ulrey and re>ad bv the clerk, Coffman moved to dispense with the t
time reading rule, Karrer seconded, all voted in favor of the motion and the
ordinance.

The clerk read correspondence from village planner John Alston, village solici
tor Dana1d Richardson and the planning ana zoning c'mmission concerning
council having the final authority over PUD rather than planning and zoning,
after some discussion Headlee introduced ordinance 29-75 and it was read by the
clerk for the fipst time. Charles Mand agreed with Councilwoman Hea~lee that
final authority should rest with council.

The clerk read a letter from Planning and Zoning asking council to review
section 502 in the village subdirlsion regula tions which would include PUD
in required park fees. Solicitor to draw un an ordinance to this effect.
Further discussion was held concprning the village acquiring the old Butler
park, concensus seemed to be that village ~nds were not available at this ti
.
Council discussed a bike safety nrogram sponsored by the village noUce nepart
ment, council asked that Chief Mayer present some ideas at next meeting.
