A RESOLUTION SUPPORTING THE SOLID WASTE AUTHORITY
OF CENTRAL OHIO'S TIPPING FEE RATE REDUCTION PROPOSAL

WHEREAS, the City of Dublin is located within the jurisdiction of the Solid Waste
Authority of Central Ohio (SWACO); and
WHEREAS, SWACO has proposed a $3 per ton reduction in the fee paid to tip waste
at the Franklin County Sanitary Landfill; and
WHEREAS, the proposed new rate of $39.75 per ton is down from an existing rate of
$42.75 per ton; and
WHEREAS, the rate reduction is the result of the elimination of the $7 per ton
restricted portion of the current fee for debt service, which would be replaced with a
smaller fee of $4 per ton; and
WHEREAS, SWACO has provided a community ballot for consideration by each of the
legislative authorities of the District by December 1, 2016; and
WHEREAS, it is in the best interest of all citizens of the District to approve the Solid
Waste Authority of Central Ohio's tipping fee rate change proposal.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Dublin, _Jt
of its elected members concurring, that:
Section 1. The City of Dublin hereby supports SWACO's proposed decrease of the
solid waste disposal rate at SWACO facilities by $3 per ton effective April 1, 2017.
Section 2. The Finance Director is hereby authorized to vote "For" the decrease on
the attached ballot provided by SWACO and directed to promptly deliver a certified
copy of this Resolution and ballot to SWACO, 4239 London Groveport Road, Grove
City, Ohio 43213.

Waste Authority of Central Ohio (SWACO)
The Solid Waste Authority of Central Ohio (SWACO) establishes a tipping fee that is charged to tip
municipal solid waste at the landfill. This fee supports SWACO's operations, debt service,
programs and transfer stations.
The current tipping fee and rate structure is as follows,:

The City is part of a consortium for refuse collection. While the tipping rate charged by SWACA."
does not equal what the haulers charge the entities, SWACO is working with the consortium to
ensure that this reduction is passed on to the consortium members. �I

Stat recommends that Resolution No. 62-16 be adopted by City Council at its November 21, 2016
meeting. Representation from SWACO has been requested to respond to any questions City
Council may have.
