Held MARCH 17,. 19'75u 19 The March 17, 1975, meeting of the Village of Dublin council was called to order by the Council President Wilbur Ulrey. Roll call as follows: Charles Coffman, present; Lewis Geese, present; Catherine Headlee, present; Charles Hicks, present; Robert Karrer, present; Wilbur Ulrey present and presiding. The minutes of the March 3 meeting were read, Headlee moved approval, Karrer seconded, all voted in favor of approval. Council appnYed Burgess and Niple proceeding with assessemant procedures. Bill Meyers also informed council that plans for phase one of the water improvement is re dy and that he needs council approval to submit paans to the City of Columbus, Coffman moved, Karrer seconded that Bur~ss and Niple submit final water plans to the City of Columbus. ~ \J01tO iN t?VvA... Ed Bannister of Transportation Inc. explained proposed bus service to the village . Council discussed possible appointmenLs to the Park am Recreation board, Ulrey appointed Headlee, Hicks, and Geese as arJcommittee to screen the applic~n s and make recommendations to council and the mayor. .... Ordinance 17-75 confirming the appointment of Michael Wears as a policeman for a probationary period of six months and setting his salary was introduced by Geese and read by the clerk, Coffman moved to dispense with the three time reading rule, Hicks seconded, all voted in favor of the moition and the ordinance. Ordinance 18-75 forbidding no turn on red at the intersections on West Broad St was introduced by Coffman and read by the clerk for the first time. ",...... -- Ordiancne 19-75 amending ordiance 26-71 concerning failure to control a vehicle was introduced by Karrer and read by the clerk, Hicks moved to ~ispense with tht three time reading rule, Geese seconded, all voted in favor of the motion and the ordinance. RECORD OF PROCEEDINGS Minutes of ~ Meeting National Graphics Corp" Cols" 0, Form No, 1097 ~ 1I del March 17,u1975 continued 19 Ordinance 22-75 accepting the bid of Quality Chevrolet for $4574.37 for a new pick up truck was introduced by Coffman and read by the clerk, Karrer moved to dispense with the three time reading rule, Headlee seconded, all voted in favo of.the motion and the ordinance. Ordinance 23-75 authorizing the village adminstrator to advertise for bids for the construction of a new maintainence building was introduced by Coffman, and read by the clerk, Hicks moved to dispense with the three time reading ru!e, Headlee seconded, all voted infavor.of the motion and the ordinance. ....., ..."J Ordinance 24-75 fixing the salary of the mayor at $7500.00 and the clerk at $5000.00 plus $1000.00 expense for each effective January 1, 1976 was intro- duced by Geese and read for the first time. Resolution 16-75 authorizing the village'adminstrator to contract with MORPC r garding storm regarding storm drainage was introduced by Coffman and read by the clerk, Coffman moved to dispense with the three time reading rule, Hicks seconded, all voted in favor of the motion and the resolution. Resolution 17-75 accepting easements for phase one sewers was introduced by Karrer and re9d by the clerk, Coffman moved to (l ispense with the three time reading rule, Heddlee seconded, all voted in favor of the motion andthe resolu ion. Resolution 18-75 accepting easements for phase one se~rs was introduced by Karrer and read by the clerk, Headlee moved to dispense with the three time :beading rule, Coffman seconded, all voted ,in favor of the motionand the resolu ion. Coffman moved, Karrer seconed a motion authorizing the village adminstrator to enter into a contract with McElroy Minster Insurance for false arrest and professional liability insurance for police, council and mayor, all voted in favor. ..... ..... Hicks moved, Headlee seconded that all council meetings be opened with the Pledge of Allegiance, all voted in favor. Council accepted the recommendations of Sheldon and Hea~lee in the hiring of the following for recreation positions: Martha Wacker for children to grade four at $750.00, Mrs Don Van Meter for children in grade five to eight at $750.00 and Charles Speer for high school at $900.00 Council expressed appreciation to Gene Fulscher for his letters to federal officials seeking help for the village concerning the sewer improvement. Paul McCabe appeareed before coucnil to disagree with council's decision conce ing drainage on his property on Trail End Drive, Sheldon to have road crew clean out tile under road to see if that has any effect on situation. at 10:28~ ~ , Richard Termeer, Clrk r-- L. ,-. ~.
