The March 3, 1975 meeting of the Village of Dublin council was called to order
by Mayor Joseph Dixon. Roll call as follows: Char:Bs Coffman, present; Lewis
Geese, present; Catherine Headlee, present; Charles Hicks, present; Robert
Karrer, present; Wilbur Ulrey, present. The minutes of the February 17 meeting
were read, Karrer moved approval, Coffman seconded, all voted in favor.
The following bills were submitted for payment:

Geese moved payment of the bills, Headlee seconded, all voted in favor.
Several letters were read from residents interested in serving on Parks and
Recreation committee. Letter from Chamber of Commerce stating that they will
have a representative at all council meeting so as to keep up and informed
of village activities. Joe king was present at this meeting. .

Frank Gallo of Disater Services Agency explained the functions of said agency
and explained the method used for billing municipalities their annual dues.

Resolution 08-75 dealing with authorization to enter into an agreement with
disater serviees agency was read by title only. Hicks moved to dispense with
council rule qf order, Coffman seconded, all voted in favor, Resolution 08-75
was introduced by Karrer and read for the first time, Ulrey moved to dispense
with the three time reading rule, Coffman seconded, all voted in favor of the
motion and the resolution.
William Taylor, attorney for the River Forest area, appeared before council
asking for guidance in assisting the area residents in obtaining sanitary
sewer services. A criteria was suggested, an Mr Taylor will appear before
council again, at a later dare for further discussion of the matter.
A discussion was held on the drainage problem at the residence of Paul McCabe
at 8170 Trails End Drive. 'Soli~or Richardson is to write a letter to Mr McCabe
requesting that he install a driveway tile under his driveway to alleviate the
problem.
Discussion of the appointment of an additional full time officer was held and
an ordinance will be presented at the next meeeting on the appointment of
Michael Wears effective April 1, 1975.

Ordinance 09-75 creating a Parks and Recreation com~ittee was read for the thitd
time. Vote on the ordinance, all in favor.

Ordinance 14-75 dealing with the appointment of four reserve police officers
was introduced by Coffman and read for the first time, Karrer moved, Coffman
seconded to dispense with the three time reading rule, all voted in favor of
the motion and the ordinance.
Resolution 09-75 dealing with regards from Dublin, Ohio to Dublin, Ireland was
introduced by Ulrey and read for the first time, Coffman moved, Karrer seconded,
to dispense with the three time reading rule, all voted in favor of the motion
and the resolution.

Resolution 10-75 acceptilr easements for phase one sewers was introduced by
Karrer and read for the first time, Hicks moved, Geese seconded to dispense
with the three time reading rule, all voted in favor of the motion and the
resolution.

by Coffman and read for the first time, Ulrey Ploved, Karrer seconded, to
dispense with the three time reading rule, all voted in fa:vor of the motion
and the resolution.

Resolution 12-75 dealing with granting permission to close off South High
street for an Arts and Crafts Fair July 5,and 6, 1975, was introduced by Hicks
and read for the first time, Geese moved, Headlee seconced to dispense with th
three time reading rule, all voted in favor of the motion and the resolution.
Resolution 13-75 authorizing the village adminstrator to file an application f
B 0 R grant for land aquistion was introduced by Geese, read for the first tim .
Coffman mvved to dispense with the three time reading rule, Geese seconded,
all voted in favor of the motion and the resolution.
Resolution 14-75 authorizing the village adminstrator to file an application
for BOR,grant for park development was introduced by Geese and read for the
first time. Coffman moved, Karrer seconded to dispense with the three time
reading rule, all voted in favor of the motion and the resolution.
Ordinance 15-75 authorizing the state highway department to paint guardrails
on S. R. #257 and,S.R. #745 was introduced by Coffman and read for the first
time, Karrer moved to dispenseWlth the three time reading rule, Headlee
seconded, all voted in favor of the motion and the ordinance.

Ordinance 16-75 dealing with 1975 road improvements and construction of roadwa
and parking lot for the Coffman Road park was introduced by Geese and read for
the first time, Coffman moved, Karrer seconded to dispense with the three time
reading rule, all voted in favor of the motion and the ordinance.

Resolution 15-75 dealing with a request to continue Fedeal Revenue Sharing

rule of order, all voted in favor. Resolution 15-75 was introduced by Ulrey
and read for the first time, Hicks moved, Headlee seconded to dispense with

Due to incr,ea ~.ing work load and responsibilities, a discussion was held on the
possible increasing the salaries of the Mayor and Clerk Treasurer. After a
lengthly discussion the solicitor was instructed to prepare an ordinance for
mayor's salary of $7,5000.00 plus $1,000.00 expense account and the Clerk
Treasurer's salary of $5,000.00 plus $1,000.00 expense account. This ordiance
to be presented at the March 17 meeting.

A letter was read from Transportation, Inc. regRrding bus service to the
village of Dublin. Mayor Dixon was instructed to invite a representative of
the company to next council meeting.
Mr Sheldon presented a sketch plan of the Coffman Road park and detailed the
proposed development of said park including roadways, water, sanitary
facilities. Hopefully, the park will be completed in 1975.

Mrs Headlee and Mr Sheldon are to make recommendations to council for the
hiring of two more summer redreation directors, one to harllde 5th through
8th grade participants and one to handle 9th through 12th grade participants.
Recommendtions to be made at next meeting.
