Meeting 19 IIeld FEBRUARYu17,1975 The February 17, 1975, meeting of the Village of Dublin council was called to order by Mayor Jospeh Dixon. Roll call as follows: Charles Coffman, present; Lewis Geese, present; Catherine Headlee, absent; Charles Hicks, present; Robert Karrer, present; Wilbur Ulrey, present. The minutes of the ilebruary 3 meeting were read, Karrer moved approval, Coffman, seconded, all present voted in favor of approval. ".... -- ..... Several items of communication were read, Ron Davis asked about study on trash collection for business, council declined to take action on this matter. David also suggested that the mayor's salary be increased to $7500.00 ner year. Tim Fredericks outlined the historical society's plans for a pottery fair on July 5 and 6 and asked for permission to close off High street from the village hall to route #33. Council to take action at next meeting. Ordinance 06-75 changing the zoning on a tract of land at Frantz and Rings Road to community commercial was read for a third time, after discussion, pro and con, the following vote was taken, Coffman, yes; Geese, yes; Headlee, absent; Hicks, no; Karrer, yes; Ulrey, ves; Ordinance 06-75 passed. Ordinance 07-75 establishing minimium construction site requirements was read for a second time, Karrer moved to do away with the three time reading rule, Coffman seconded, all present voted in favor of the motion and the ordinance. ",... ...., Ordinance 08-75 establishing a new dwelling hORse code was read for the second time, Geese moved to do away with the three time reading rule, Ulrey seconded, all present voted in favor of the motion and the ordinance. Ordinance 09-75 establ shing a praks and recreation ctmmittee was read for a second time, Coffman moved to dispense with the three time reading rule, Hicks seconded, Cofman, ~s; Gee"e, yes; Headlee, absent; Hicks, yes; Karrery no; Ulrey, yes; Motion failed. Ordinance 10-75 appointed Robert Mayer as police chief and setting his salary was introduced by Karrer and read by the clerk; Hicks moved to dispense with the three time reading rule, Coffman seconded, all pres8nt voted in favor of thE motion and the ordinance. ~o RECORD OF PROCEEDINGS Minutes of Vaillage of Dublift Meeting ~ National Graphics Corp., Cols., O. Form No. 1097 ~ 1/ chI February 17, 1975 continued 19 Ordinance 11-75 appointing auxilIary policemen was introduced by Ulrey 'md read, Coffman moved to dispense with the three time reading rule, Karrer seconded, all present voted in favor of the motion and the ordinance. Ordinance 12-75 authorizing the village adminstrator to advertise for bids for a 1975 pick up truck was infroduced by Coffman and read for the first time, Hioks moved to dispense with the three time reRding rule, Geese seconded, all voted in favor of the motion and the ordinance. ] Resolution 04-75 setting a public hearing for rezoing of the Fulscher tract at Frantz Road and Rings Road was introduced by Ulrey and r(,ad by the clerk, all present voted in favor of the resoluti~n. Ordinance 13-75 entering into an agreement the the Ohio state Highway Depart- ment for improvemtn of part of state routeD33 was introduced by Karrer and read by the solicitor, Coffman moved to dispense with the three time reading rule, Karrer seconded, all voted in favor of the motion and the ordinance. Resolution 05-75 naming the Ohio State Bank as a depository of village funds was introduced by Coffman and read by the clerk, Ulrey moved to dispense with the, three time reading rule, Karrer seconded, all present voted in favor of the motion, vote on the resolution Coffman, yes; Geese abstain, Headlee, absent; Hicks, yes; Karrer, yes; Ulrey, yes. Resolution 06-75 accepttng various easements for the sanitary sewer was introdu ed by Coffman nd read by the solicitor, Ulrey moved to dispenoe with the three ~ime reading rule, Geese seconded, all voted in favor of the motion and the resolution. Resolution 07-75 from the Village of Dubl~n to Dublin, Ireland was read Por the first time. ~ ....... Ulrey moved, Coffman seconded.that councilopay MJyor Dixon's round trip air fare to Dublin, Ireland from the mayor8s expense fund, all present voted in favor. Coffman moved, Geese seconded that council hire Robert Ebright to appraise twenty acres on Avery Road as required by the BOR grant. All present voted in favor.
