A RESOLUTION AUTHORIZING THE CITY MANAGER TO
ENTER INTO AONE-YEAR EXTENSION OF THE SOLID
WASTE CONTRACT WITH RUMPKE OF OHIO, INC.
WHEREAS, the City's current contract with Rumpke of Ohio, Inc. for solid
waste services expires December 31, 2007; and
WHEREAS, the current contract provides for the option of extending the
contract one year, in each of two consecutive years; and
WHEREAS, Rumpke has agreed to a one-year extension of the City's current
contract, with an increase of the per household per month cost from $12.38 to
$13.98; and
WHEREAS, after review of the current market conditions, staff believes the
negotiated cost is a fair price and recommends approval of a one-year
extension of the contract at the price of $13.98 per household per month.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Dublin,
State of Ohio, ~_ of the elected members concurring, that:
Section 1. The City Manager is hereby authorized to enter into aone-year
extension of the current contract with Rumpke of Ohio, Inc. for a term expiring
December 31, 2008 at a cost of $13.98 per household per month for the
services specified within the current contract.
Section 2. This resolution is effective upon passage in accordance with
Section 4.04(a) of the Revised Charter.

Dublin's three-year solid waste contract with Rumpke, executed in 2005 expires on December 31,
2007. This contract provides for the option of extending the contract one year, in each of two
consecutive years.
The City of Dublin is part of a solid waste consortium consisting of seven other villages, townships,
and cities. The consortium members include Westerville, New Albany, Gahanna, Bexley, Mifflin
Township, Washington Township, and Plain Township. The volume of customers (households)
within the consortium encourages the economy of scale pricing, which results in a lower cost per
household for refuse, recycling, and yard waste collection and disposal.
The Solid Waste Authority of Central Ohio (SWACO) provides legal services associated with
consortium contract documents. As a result, the law firm of Eastman & Smith has completed
negotiations with Rumpke to extend the current solid waste contract for one year at a cost of $13.98
per household per month. The current (2007) price is $12.38 per household per month.
The City of Worthington entered into a contract for solid waste collection and disposal services late
in 2006. Worthington's 2007 cost per household per month is $14.93. The City of Westerville
opened solid waste collection and disposal bids on May 9, 2007. They received one bid (Rumpke)
at $15.90 per household per month.
All consortium members have their own contracts with Rumpke. Included in Dublin's contract is
free dumpster service for City facilities, special events, and the neighborhood clean-up projects
which occur annually during Earth Week. In addition, Rumpke provides 18-gallon recycling bins at
no cost to the City or residents.
Recommendation
In light of the current market, staff believes the negotiated cost is a fair price and recommends
approval of Resolution 30-07, authorizing the City Manager to enter into aone-year extension of
the solid waste contract with Rumpke at a cost of $13.98 per month per household.
