HomeMy WebLinkAboutResolution 047-16RECORD OF RESOLUTIONS Resolution No. 47 -16 A RESOLUTION ACCEPTING THE LOWEST AND BEST BID FORTH E 2016 STORM STRUCTURE PROJECT WHEREAS, formal advertising and competitive bidding procedures have been conducted, pursuant to Section 8.04 of the Dublin Charter and Chapter 37 of the Dublin Code, for the 2016 Storm Structure Project; and WHEREAS, the 2013 Community Plan states an objective to provide safe and efficient collection of stormwater; and WHEREAS, Council has determined that the bid submitted by Columbus Asphalt Paving, Inc. constitutes the lowest and best bid. NOW, THEREF E, BE IT RESOLVED by the Council of the City of Dublin, State of Ohio, of its elected members concurring, that: Section 1. The bid submitted by Columbus Asphalt Paving, Inc. In the total amount of $251,425.00 is hereby accepted. Section 2. The City Manager is hereby authorized to enter into contracts with Columbus Asphalt Paving, Inc. for performance and completion of the 2016 Storm Structure Project pursuant to the Advertisement, Proposal and Contract Documents for said project on file in the office of the City Engineer. Section 3. This Council further hereby authorizes and directs the City Manager, the Director of Law, the Director of Finance, the Clerk of Council, or other appropriate officers of the City to prepare and sign all other agreements and instruments and to take any other actions as may be necessary to implement this Ordinance and complete the Project. Section 4. Hammersmith, P.E,, Director of Engineering/City Engineer Todd A, Garwick, P.E., Senior Civil Engineer Rey Resolution Na. 47.16 ��16 Storm Structure project � Bid Acceptance Summary • r The annual Storm Structure Project specifically provides for the maintenance, rehabilitation, and reFair of structures associated with the public storm sewer system, which includes curb and gutter inlets, catch basins and manholes throughout the community, The annual Storm Structure Project is a critical component of the City's on -going efforts to maintain Dublin's public infrastructure and meet the National Pollutant Discharge Elimination System (NPDES) Phase II regulations, The 7016 budgeted funds far this project are $260,000 from the Capital Improvements Tax Fund (a portion of the $560,000 provided for annual storm water maintenance in 2016) and represent a bid amount for lobar and material casts to repair the deficiencies in 113 storm structures identified during inspections, Storm structure inspection data, now being collected by City staff, may provide justification for increasing the funds programmed in the future years On August 10, 2016, one (1� bid was received, and publicly opened and read, far the 2016 Storm Structure Project Columbus Asphalt Paving, Inc, provided the lowest and best bid of $251,42500, Staff has reviewed the bid as summarized below Bid as Read i Corrected Bidder Bid as Read Oaer ( +) ar iJnder ( -) Enginccr's BId estimate Columbus Asphalt Paving, Inc, 251,425,00 3,30 /o NJA The bid was lower than the Engineer's estimate of $260,000,00, This 2016 Storm Structure Project wiH commence in September and is anticipated to be completed by Dctaber 28, 2016. A map is attached showing the work locations in various areas throughout the City, Staff will ensure that appropriate traffic control and site restoration is done as necessary, Res, 47 -16 - 2016 Storm Structure Project — Bid Acceptance August 18, 2016 Page � of � Recommendation Staff has thoroughly reviewed the bid from Columbus Asphalt Paving, Inc, and found it to be a true and accurate cast to perform the specified work for this project The City of Dublin has three (3) years of previous experience with Columbus Asphalt Paving, Inc, on this project with very positive results, Regarding their most recent work (as a subcontractor on the 2011 Street Maintenance Program and performing the 2013, 2014, and 2015 Storm Structure Project), staff has been satisfied with the performance of Columbus Asphalt Paving, Inc, and the quality of their completed work Staff recommends Council approval of Resolution iVo, 4716, accepting as lowest and best the bid from Columbus Asphalt Paving, Inc, in the amount of $251,425,00 and authorizing the City Manager to enter into a contract with Columbus Asphalt Paving, Inc for this project.
