Form No. 1097 ~ Meeting Held JANUARY6~t975 19 The January 6, 1975 meeting of theVillage of Dublin council was called to order by the Mayor Jospeh Dixon. Roll call as follows: Charles Coffman, present; Lewis Geese, present; Catherine Headlee, present; Charles Hicks, present; Robert Karrer, present; Wilbur Ulrey, present. The minutes of the December 16 meeting were read, Karrer moved approval, Headlee seconded, all voted in favor. I -L..... 275.00 295.00 307.00 475.00 400.00 346.40 40.00 50.00 154.14 69.00 267.80 15.20 241.82 16.00 37.70 393.00 54.59 20.00 80.00 22. 1 3 111.90 477.30 The clerk asked for nominations for council president, Karrer nominated Wilbur Ulrey, Headlee seconded the nomination, Geese moved the nominati'ns be closed, Hicks seconded, all voted in favor, with Ulrey abstaining, Vote on Wilbur Ulrey as council president, Coffman, yes; Geese, yes; Headlee, yes; Hicks, yes; Karrer, yes; Ulrey, abstain. Ulrey named council president for 1975. I . Ordiaanne 01-75 promoting Joshua M Vance to the rank of police sergeant was "ntroduced by Coffman a nd read by the clerk. Coffman moved to dispense ioJith uhe three time reading rule, Karrer s'conded, all voted in favor of the motion 3.nd the ordinance. Ordiamnne 02-25 appointing George Smith, Richard Leppert, John Guy, Jr., Robert Jrser and H. Dan Smith to the village board of zoning appeals was introduced by Karrer and read by the clerk, Ulrey moved to dispense with the three time read- "ng rule, Coffman seconded, all voted in favor of the motion and the ordinance. There was objection from the audience to passing the ordinance as an emergency. Ordinance 03-75 appointing Sherman She] don..,. Charles Johnson, Richard Royce, ~ Charlex Weber, and Joan Bernstein to the Architectural Review Board was intro- )~ uced by Ulrey and read by the clerk, the audience objected to the ordinance ~ , eing introddced on an emergency measure. Hikcs moved to dispense with the three ~ ime reading rule, Ulrey seconded, all voted in favor of aDproval and the ~ ordinance. ~ \ " Q '1 .~ r ~ Ordhmce 04-75 naminr JUhn MOffit to a six year term on the Planning and Zoning Commission was introduced by Ulrey, several members of the audience objected to the appointment and to the emergency ordinance after it was read by the clerk, Ulrey moved to dispense with the three time reading rule, Coffman se- conded, Coffman, yes; Geese, yes; Headlee, no; Hicks, no, Karrer, no; Ulrey, yes. Motion failed. Ordinance 05-75 setting appropriations for 1975 was introduced by Headlee and rel3.d 1 the clerk, CoffMan moved to dispense with the three time reading rule, Hicks seconded, all voted in favor of the motion ann the ordinance. Headlee reported on meeting of the meatal health group and a recreation questionaire that was given to high school students.
