A RESOLUTION DEMONSTRATING THE CITY OF DUBLIN'S
COOPERATION WITH THE OHIO DEPARTMENT OF
TRANSPORTATION FOR A MAIOR REHABILITATION PRO3ECT
THAT CONSISTS OF 7.95 MILES OF ROADWAY AND BRIDGE
REHABILITATION ON MAINLINE 1 -270, AS WELL AS THE
CONSTRUCTION OF AN ADDITIONAL LANE IN EACH
DIRECTION (PID NUMBER 76469)
WHEREAS, the following is a Resolution enacted by the City of Dublin, Franklin,
Union and Delaware Counties, Ohio, (hereinafter referred to as the Local Public
Agency ("LPA'J, in the matter of the stated described project; and
WHEREAS, the Ohio Department of Transportation has identified the need for a
major rehabilitation project that consists of 7.95 miles of roadway and bridge
rehabilitation on mainline 1 -270, between the interchanges at I -70 and I- 270/US33,
in Franklin County, as well as the construction of an additional lane in each direction;
and
WHEREAS, the total construction cost of the project is anticipated to be $66.6
million, with the construction projected to start Spring 2017 and completion
projected for Fall 2018.
NOW THORE, BE IT RESOLVED, by the Council of the City of Dublin, State
of Ohio, of the elected members concurring that:
Section 1. Consent Statement. Being in the public interest, the LPA gives
consent to the Director of Transportation to complete the above described project.
Section 2. Cooperation Statement. The LPA shall cooperate with the Director of
Transportation in the above described project as follows:
(A) The City hereby agrees to cooperate with the Director of Transportation of
the State of Ohio in the planning, design and construction of the identified
highway improvement project and grants consent to the Ohio Department of
Transportation for its development and construction of the project in
accordance with plans, specifications and estimates as approved by the
Director;
(B) COOT agrees to assume and bear the costs of preliminary engineering, right -
of -way, and construction by administering Federal and State funds for this
project.
(C) The City agrees to assume and bear one hundred percent (100 %) of the total
cost of those features requested by the City which are not necessary for the
improvement as determined by the State and Federal Highway
Administration.
Section 3. Utilities and Right -of -Way Statement. The LPA agrees that all
right -of -way required for the described project will be acquired and /or made
available in accordance with current State and Federal regulations. Right -of -way
costs include eligible utility costs. ODOT agrees to be responsible for all utility
accommodation, relocation and reimbursement and agrees that all such
accommodations, relocations, and reimbursements shall comply with the current
provisions of 23 CFR 645 and the COOT Utilities Manual.
Section 4. Maintenance. Upon completion of the project, and unless otherwise
agreed, the LPA shall: (1) provide adequate maintenance for the project in
accordance with all applicable state and federal law, including, but not limited to,
Title 23, U.S.C., Section 116; (2) provide ample financial resources, as necessary, for
the maintenance of the project; (3) maintain the right -of -way, keeping it free of
obstructions, and (4) hold said right -of -way inviolate for public highway purposes.

Section 5. Authority to Sign. The City Manager is hereby empowered to enter
into contracts on behalf of the City of Dublin to enter into contracts with the Director
of Transportation necessary tytomplete the above described project.

Summary
The Ohio Department of Transportation (ODOT) has initiated improvements to the L270
corridor from the US33 interchange south to SLM 9.15 (just north of Trabue Road). The
improvements will include mainline surface improvements and will improve the capacity of
the corridor with the addition of a lane to the center in both the notlhbountl and
southbound directions from I.70 to the US33 Interchange. The work will also involve the
widening of five mainline bridges. The work within the City of Dublin will be between SLM
17.09 (south of the U533 interchange) and 16.03 (� 370'south of Rings Road), Attached

This project will provide transportation capacity enhancements (especially in the peak
hours) to the Dublin area with the construction of the additional lanes far northbound and
southbound traffic on I.270,

Cost
This project is completely funded by the Ohio Department of Transportation Dublin did
not request any adtlitlonal improvements or enhancements as a part of this project;
therefore, no local contribution is involved. The improvements will not require Dublin to
purchase any additional right•ofway. Staff is not aware of any adtlitlonal right•ofway
being acquired by ODOT. The estimated construction cost is $66,5 million and the value
of the portfon of the project within the Dublin corporation limits is approximately $7.5
million
