A RESOLUTION ACCEPTING THE LOWEST AND BEST BID
FOR THE UTILITY BUILDING AND SITE IMPROVEMENT
PROJECT, AMENDING THE ANNUAL APPROPRIATIONS
FOR 2007, AND AUTHORIZING THE CITY MANAGER TO
ENTER INTO A CONTRACT FOR SAID SERVICES.
WHEREAS, formal advertising and competitive bidding procedures have been
conducted pursuant to Section 8.04 of the Dublin Charter for the Utility Building
and Site Improvement Project; and
WHEREAS, Council has determined that the bid submitted by Robertson
Construction in the amount of $968,000 base bid and $45,000 Alternate A
constitutes the lowest and best bid received; and
WHEREAS, it is necessary to amend the annual appropriations ordinance to
provide funding authorization for this project.
NOW, THEREFO$~, BE IT RESOLVED by the Council of the City of Dublin,
State of Ohio, ~j. _ of the elected members concurring that:
Section 1. The bid submitted by Robertson Construction in the amount of
$968,000 base bid and $45,000 for Alternate A be, and hereby is, accepted.
Section 2. There be appropriated from the unappropriated balance in the
Capital Improvements Tax Fund the amount of $633,000 to account 401-
0314-780-2523 for this project.
Section 3. The City Manager is hereby authorized to enter into a contract for
the project as listed above, and as specified within the bid proposal and the City's
bid documents on file in the Division of Streets & Utilities.
Section 3. This Resolution shall take effect and be in force upon passage in
accordance with Section 4.04(a) of the Revised Charter.

Memo
On Wednesday, January 24, 2007 bids were opened for the Utility Building and Site Improvement
Project at 6351 Shier Rings Road. The estimated cost for the base bid was $1,083,170. Seven bids
were received. The results are as follows listed in order of lowest to highest bid with consideration
to base bid and alternate A:

The base bid on this project consists of the construction of a dump pit, construction of additional
wash bays and an attached equipment storage building, minor modifications to the storm sewers on
the site, and asphalt repairs and overlay of the site located at 6351 Shier Rings Road. Alternate A
consists of the installation of a high performance concrete floor coating system in the wash bay and
equipment storage building. Alternate H consists of materials and installation of a radiant floor
heating system in lieu of overhead infrared heaters. Alternate E consists of the electrical work that
must complement the radiant floor heating system.
This project was originally bid in 2005 and again in 2006. The amount of funds requested for this
project was not sufficient; therefore, additional funds were requested and approved in the 2007
budget. The 2005 funds approved for this project were not used; therefore, an appropriation from
the Capital Improvements Tax Fund will be necessary for this project.
The lowest bid was submitted by Williamson Builders, but legal issues with its bid bond prohibit
the City from accepting their bid. Robertson Construction submitted the second lowest bid. Staff
and the consultants for this project have checked Robertson Construction's references and found
them to be satisfactory.

Recommendation
Staff recommends passage of Resolution 11-07 accepting Robertson Construction's bid of $968,000
base bid and $45,000 Alternate A and authorizing the City Manager to enter into a contract with the
company for this project.
