A RESOLUTION WAIVING COMPETITIVE BIDDING
REQUIREMENTS, PURSUANT TO SECTION 8.04 ( "COMTRACTING
PROCEDURES'®) PARAGRAPH (C) ( "WAIVER OF COMPETITIVE
BIDDING ") FOR THE PURCHASE OF HANDGUNS AND ASSOCIATED
EQUIPMENT FOR THE DUBLIN DIVISION OF POLICE
WHEREAS, Section 8.04 (c) of the Revised Charter authorizes Council, by a vote of not
less than five (5) members, to waive competitive bidding requirements if Council
determines that it is in the best interest of the City to do so; and
WHEREAS, the handguns used by the Division of Police are now in excess of 10 years old;
and
WHEREAS, according to manufacturer's suggested guidelines, handguns should be
replaced or refurbished every 10 years; and
WHEREAS, the City has determined that with the trade -in credit, it is less expensive to
obtain new handguns than to refurbish its current equipment; and
WHEREAS, following an extensive search, the Division of Police has identified a local
provider, which saves time and allows all products to be collected, traded and serviced
without additional shipping costs; and
WHEREAS, Vance's is the only preferred Sig Sauer distributor within a 100 -mile radius
and has established a trusted working relationship with the Division of Police; and
WHEREAS, Vance "s has served as a trusted firearms provider in the past, provides high
quality equipment and service at competitive prices, has provided handgun systems that
were reviewed and tested, has agreed to work with the Dublin Division of Police to insure
minimal disruption in the transition and change out process for new handguns; and
WHEREAS, staff recommends that it is in the City's best interest to waive competitive
bidding requirements for the purchase of handguns and associated equipment (i.e.
holsters, magazine holders, munition training products, etc.) for the Dublin Division of
Police.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Dublin, State of
Ohio, I of the elected members concurring that:
Section 1. The competitive bidding requirements are hereby waived for the purchase of
new handguns and associated equipment by the Dublin Division of Police.
Section 2. The waiver of competitive bidding is hereby declared to be in the best interest
of the City.

The Police Department's current handguns are now 10+ years old. According to manufacturer's
suggested guidelines, the handguns should be replaced or refurbished every 10 years. Based on
our staff analysis, it is less expensive to trade our current handguns in for credit towards new
handguns than it is to refurbish the current equipment. Additionally, the new handguns have
upgraded features that the current handguns do not possess.
Expenditures for the purchase of handguns and associated equipment are estimated at
,,?,pproximately $120,000. Funding is included in the 2016 Capital Improvement Program budget-
StaN recommends Council adopt Resolution No. 41-16, waiving competitive bidding for the
purchase of handguns and associated equipment (i.e. holsters, magazine holders, Simunition
training products, etc.) for the Dublin Police Department.
