Form No. 30043 02-99 Ordinance No.___________ Passed__ ----19------- AN ORDINANCE AMENDING ORDINANCE 118-98 TO REVISE THE FEES FOR A SEASON PASS TO THE DUBLIN COMMUNITY RECREATION CENTER IN APPENDIX A OF THE SCHEDULE OF FEES AND SERVICE CHARGES FOR CITY OF DUBLIN SERVICES. WHEREAS, the City of Dublin, Ohio has adopted Ordinance 118-98 on December 7, 1998, which established its policy as to the recovery of costs and more particularly the percentage of full costs to be recovered from users of the City services and established a schedule of fees and charges for City services which complied with the policy set forth in that Ordinance; and, WHEREAS, the fee for a season pass to the Dublin Community Recreation Center (CRC) was established and adopted in Ordinance 126-95 on December 18, 1995 in section 2; and, WHEREAS, Resolution No. 14-93, section 4 states that City Council is desirous that user fees for the Community Recreation Center are sufficient to provide for substantial funding of the direct operating cost of the facility; and, WHEREAS, budget projections for fiscal year 1999 have provided reason to believe that the currently established user fees for the Community Recreation Center are not sufficient to provide for substantial funding of the direct operating cost related to the existing facility; and, y WHEREAS, after consideration by the City Council and a desire to comply with ~+ Resolution No. 14-93, section 4, it is necessary to amend the user fees for a season pass to the Community Recreation Center and include it in the schedule of fees and charges for City services in Appendix A to Ordinance 118-98. NOW, THEREFORE BE IT ORDAINED by the Council of the City of Dublin, State of Ohio, f members of the elected officials concurring that: Section 1. Appendix A of Ordinance 118-98 is hereby amended to read as follows: APPENDIX A -SCHEDULE OF FEES AND SERVICE CHARGES APPENDIX A-2 5-161 CRC SEASON PASSES The fees for annual passholders to the Community Recreation Center (CRC) shall be as follows: Indio. That the fee schedule identified in Section 1 of this Ordinance be effective pursuant to the policies and procedures identified in Ordinance 118-98 but not take effect until July 1, 1999 due to any inconvenience that maybe caused to Community Recreation Center passholders during the construction of phase II of the facility. Section 3. EFFECTIVE DATE That this Ordinance shall take effect and be in force on the earliest date permitted by law. The Finance Committee is recommending an increase in the fees for season passes to the Community Recreation Center (CRC) in an effort to comply with the intent of Resolution No. 14-93, section 4 which states that City Council is desirous that user fees for the Community Recreation Center are sufficient to provide for substantial funding of the direct operating costs of the (existing) facility. Budget projections for 1999 reflect that the current user fees for the facility will not be sufficient to provide for substantial funding of the direct operating costs of the existing facility. The fee schedule in Ordinance #2-99 will supersede section 2 of Ordinance #126-95 which originally set the season pass rates. If approved by City Council, the updated fee for season passes will not be effective until July 1, 1999. The Finance Committee felt it would be appropriate to move the effective date of the fee due to any inconvenience that maybe caused to CRC passholders during construction of phase II of the facility. Ordinance #2-99 is reflective of the increases approved by the Finance Committee during their November 23, 1998 meeting, and are as follows: - 10% increase for Residents; - 17% increase for School District Residents; - 50% increase for Non-Residents; - 10% increase for Dublin based employees (corporate rate); - $5 increase for Senior Resident; - $10 increase for Senior School District Resident; - $10 increase for Senior Non-Resident. Attached is a worksheet which shows the actual dollar amounts of the increases by residency status.
