A RESOLUTION ACCEPTING THE LOWEST AND
BEST BID FOR THE RECONSTRUCTION OF THE
DAMS CABIN AT INDIAN RUN FALLS PARK AND
THE DEMOLITION OF THE POST ROAD BARN
AND AUTHORIZING THE CITY MANAGER TO
ENTER INTO A CONTRACT FOR SAID SERVICES.
WHEREAS, formal advertising and competitive bidding procedures have been
conducted pursuant to Section 8.04 of the Dublin Charter; and
WHEREAS, Council has determined that the bid submitted by Orr Construction
Co., dba Architectural Structural Components in the amount of $109,550 constitutes
the lowest and best bid.
NOW, THERE, BE IT RESOLVED by the Council of the City of Dublin,
State of Ohio, of the elected members concurring, that:
Section 1. The bid submitted by Orr Construction Co., dba Architectural Structural
Components, in the total amount of $109,550 is hereby accepted.
Section 2. The City Manager is hereby authorized to enter into a contract with Orr
Construction Co., dba Architectural Structural Components for said project as
specified within the bid proposal and the City's bid documents.
Section 3. This Resolution shall take effect and be in force upon passage in
accordance with Section 4.04(a) of the Revised Charter.

Memo
Summary
At the August 18 City Council meeting, Council requested additional information regarding the
reconstruction of the Davis Cabin. Specifically, Council Member Salay was interested in
knowing where the cabin was originally located, and Council Member Keenan was interested in
what the cabin flooring consisted of as well as more information regarding what the project
reconstruction involved. Below are answers to these questions as well as additional information
about the project that may be of interest to Council.
Location and Historic Backg ox and
The Davis Cabin was originally located just south of Tuttle Road and off of Dublin Road. A
2003 aerial photo showing the cabin's location is attached. In 2005, the home in which the cabin
was discovered (5436 Dublin Road) was demolished. As part of this demolition, the cabin was
disassembled and the logs were labeled and stored by the City.
The cabin is believed to have been built in 1830 and was the home of Alexander Davis, who was
part of the Samuel Davis family, some of Dublin's earliest settlers. Along with the main cabin,
the Davis family had also constructed a detached kitchen structure. This separate structure was
also found and in a condition that was able to be salvaged. A report submitted to the City by
Jeffrey Darbee, a historic preservation specialist, noted that "surviving kitchens are fairly rare
and preserving this example would help considerably in interpreting the log house as part of
Dublin's early historic architecture." The reconstruction will involve both the main cabin and
the separate kitchen structure.
Reconstruction Information
As noted in the previous memorandum regarding this project, the cabin will be reconstructed
adjacent to the Indian Run Falls Park parking lot. The project will involve construction of a
concrete foundation for each of the two structures and reassembly of the structures on these
foundations. The exposed foundation will be stone faced. The main cabin is 412 square feet in
area and the kitchen is 144 square feet in area. Inside the cabin will be a concrete floor.
Reassembly will involve close inspection of each log to determine if deterioration has taken
place and the degree of deterioration. Some logs will need to be repaired by plugging and

splicing with seasoned wood or by using epoxies, and some logs will need to be completely
replaced. Logs will be replaced using historic logs that have been salvaged from other
structures, including the Post Road barn. Once assembled, chinking, or filling of the horizontal
space between the logs, will be completed. Modern day chinking material consists of a mixture
of latex and sand. This material is pliable and allows for expansion and movement of the logs.
Finally, a new, but historically consistent, cedar shake shingle roof will be installed.
Access to the Public
Similar to the cabin located in M.L. Red Trabue Nature Preserve, this cabin will not be open for
the general public to access. The cabin will remain locked in order to minimize the potential for
liability exposure and vandalism. However, as with the City's other cabin, the City would open
this cabin upon request and will open it from time to time as part of educational tours and
classes.
Recommendation
Staff recommends adoption of Resolution 62-08 accepting the Orr Construction Company's bid
of $109,550.

Reconstruction and Demolition of the Post Road Barn Project
Summary
On Tuesday, July 8, 2008, bids were opened for the re-construction of the Davis Cabin on a site in
the Indian Run Falls Park, just east of Shawan Falls Drive. The project also includes dte demolition
of the Post Road barn. As proposed in an August 1, 2007 memorandum to City Council, several
beams of the Post Road barn will be set aside for future inclusion in a monument or other structw~e
that will remain in Coffman Park.
The Davis Cabin was disassembled several years ago, and the logs have been stored at the Service
Center along with timber from several other small cabins. Some of the timber is no longer suitable
for re-use. After evaluating all of the timber, the contractor will utilize as much of the Davis Cabin
timber as possible and incorporate Iogs from the other structures (including some salvaged materials
from the Post Road barn) in an effort to re-create the look of the Davis Cabin. It should be noted
that the interior of the Davis Cabin will not be open to the public.
The budget for this project was $90,000, which did not include the demolition of the Post Road
barn. The architect estimated the project cost at approximately $135,000. Four bids were received,
and the low bidder was Orr Construction Co. dba Architectural Structural Components. The
architect and staff have reviewed the experience of the company and determined that it is capable of
fulfilling the requirements of this project.

Re: Post Road Barn Update
Summary
Attached please find a structural analysis of the Post Road barn. This analysis was completed by
Jezerinac, Geers and Associates, Inc., a consulting firm specializing in structural engineering.
The report finds that the barn is in poor condition and estimates restoration costs of $80,000 -
$200,000. The fluctuation in this estimate is due to the fact that some structural conditions "may
be obscured or otherwise hidden" as stated in the report. Furthermore, the report indicates that
not only the supports, framing and roof are in poor condition, but that if restorative efforts would
take place much of the siding/exterior walls would likely need replacement. Essentially, a
restoration of this structure would most likely involve replacement of a significant percentage of
the entire barn.
Due to the fact that there ai~e significant costs involved with this restoration and that such a
restoration would result in a large percentage of the existing structure needing complete
replacement, Staff began to consider what other alternative might be possible. A preferred
alternative would be to salvage portions of the existing barn to incorporate into a future structure
that would be constructed as part of the Coffman Park expansion plan in this same area of the
park. This structure could be another barn or some other element placed in the park. Once a
new structure is constructed, a place marker/sign could be included that would contain historical
information about the barn and note that portions of the barn are incorporated into the new
structure.
Michelle Crandall spoke with Herb Jones, Historical Society Board President, about the
structural analysis, estimated restoration costs and the possibility of salvaging a portion of the
barn to incorporate into a future structure. Mr. Jones agreed that the cost of restoration coupled
with the fact that only a small portion of the barn would be able to be salvaged, made restoration
not the best option to consider. Mr. Jones did favor the alternative of salvaging a portion of the
barn for future use in a new structure. He stated that he would discuss this with other Board
Members and contact us if any members felt otherwise.
Recommendations
Staff is recommending that the barn not be salvaged, based on the costs of restoration and the
minimal amount of the barn that can be restored. Instead, Staff is recommending that portions

of the barn that are in a condition that can be salvaged be saved, preserved and stored, Co then be
incorporated into a future structure in Coffman Park.
This memorandum was prepared as information for Council discussion as part of the August 6,
2007 CIP workshop session.
