HomeMy WebLinkAboutResolution 030-16RECORD OF RESOLUTIONS 30 -16 Resolution No. P"sed A RESOLUTION ACCEPTING THE LOWEST AND BEST BID FOR THE GLICK ROAD SHARED -USE PATH — SECTION 1 PROJECT ]u _ WHEREAS, formal advertising and competitive bidding procedures have been conducted, pursuant to Section 8.04 of the Revised Charter and Chapter 37 of the Dublin Code, for the Glick Road Shared -Use Path — Section 1 Project; and WHEREAS, Council has determined that the bid submitted by Danbert, Inc. constitutes the lowest and best bid; and WHEREAS, Council has determined that there may be a legitimate need to declare the relocation of the utilities in connection with the above - referenced project as a "single source" procurement, for reason that the company owning the utilities in question has the exclusive rights to relocate such utilities. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Dublin, of its elected members concurring, that: Section 1. The bid submitted by Danbert, Inc. in the total amount of $822,908.50 is hereby accepted. Section 2. The City Manager is hereby authorized to enter into contracts with Danbert, Inc. for performance and completion of the Glick Road Shared -Use Path — Section 1 pursuant to the Advertisement, Proposal and Contract Documents for said project on file in the office of the City Engineer. Section 3. This Resolution shall take effect upon passage in accordance with Section 4.04(a) of the Revised Charter. —2016. Richardson, P.E., P,S,, Senior Civil Engineer Rey Resolution Na, 34 -16 Glick Road Shared-Use Path -- Section I -Bid Acceptance Summary On May 11, 2016, five (5) bids were received, publicly opened and read for the Glick Road Shared - Use Path -- Sectian 1 project, This project involves the WHO tructian of 3,Q00 feet of eight -fact wide asphalt shared -use path along the south side of Glick Road between Davington Drive and Muirfield Drive, The majority of the shared -use path replaces the existing private Muirfield Association six -foot wide asphalt trail and will be located on Muirfield Association reserve areas and the Country Club at Muirfield Village properties, In addition to building the shared -use path, this project also rehabilitates two pedestrian tunnels under Glick Road that were built over 30 years ago, The Engineer's estimate is $780,000, The budgeted funds for this construction project are in the 2016 Capital Improvement Program (CIP) and are $415,000 in ET1204 and $216,000 (tunnel maintenance) in AT1608, Danbert, Inc, submitted the lowest and best bid of $822,908,50, Staff has reviewed ail bids and a summary of the bids is listed below, For Councii's reference and review, a reduced set of project construction drawings has been placed in the Councii Planning Room, The higher bids above our Engineer's estimate can be attributed to the cast -in -place retaining wall and tunnel repairs exceeding our estimate by $55,OOQ. Our estimate was $310,000 and Danbert's bid, far the cast -in -place retaining wail and tunnel repairs, was $365,000. Glick Road will remain open to trafFc far the duration of the CO The planned completion date far the project is September 30, 2016. The existing Muirfield Association's path along the south side of Glick Road will be closed with appropriate barricades for the duration of the construction period A temporary crosswalk will be provided across Glick Road at each tunnel location for use when the tunnels are closed due to construction work. Staff has coordinated with the Country Club at Muirfield Village an time periods far tunnel closures. Staff held a public involvement meeting with the neighborhood residents adjacent to this project on Wednesday, May 41 2016 at Deer Run Elementary School There were 9 residents in attendance. The overall feedback was positive and the discussion mainly revalued around why the change from the private trail to a public path and details about the location of the shared -use path. Recommendation Staff has thoroughly reviewed the bid from Danbert, Inc. Previous experience with Danbert has been favorable, including these recent projects; Waterford Village 5tormwater Improvements Areas 4 and 5; 2015 Stormwater Maintenance Program; and ZQ1S Sanitary Sewer Maintenance Program, Staff recommends Council approval of Resolution 3Q -16, accepting as lowest and best the bid of Danbert, Inc. in the amount of $822,908,50 and authorizing the City Manager to enter into a contract with Danbert, Inc. for this project.
