A RESOLUTION ACCEPTING THE LOWEST AND BEST BID
FOR THE DUBLIN SERVICE CENTER ADDITION AND
RENOVATION PROJECT
WHEREAS, formal advertising and competitive bidding procedures have been
conducted pursuant to Section 8.04 of the Revised Charter for the Service Center
Addition and Renovation Project; and
WHEREAS, Council has determined that the bid submitted by Palmetto Construction
Services constitutes the lowest and best bid; and
WHEREAS, Council has determined that there may be a legitimate need to declare
the relocation of the utilities in connection with the above - referenced project as a
"single source" procurement, for reason that the company owning the utilities in
question has the exclusive rights to relocate such utilities.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Dublin, State
of Ohio, _f/-_ of the elected members concurring, that:
Section 1. The base bid together with Alternates 2, 5, and 6 submitted by Palmetto
Construction Services in the amount of $3,038,677 is hereby accepted.
Section 2. The City Manager is hereby authorized to enter into contracts with
Palmetto Construction Services for performance and completion of the Service Center
Addition and Renovation Project pursuant to the bid proposal and contract
documents for said project.
Section 3. This Resolution shall take effect upon passage in accordance with
Section .04(a) of the vised Charter.

Re; Resolution 29 -16 - Accepting the Lowest and Best Bid for the Dublin Service
Center Addition and Renovation Project
Background
On May 12, 2016, five (S) bids were received, publicly opened, and read for the Dublin Service
Center Addition and Renovation Project, This project will construct a 13,800 square foot addition
(see attached rendering) and partially renovate the existing office space at the Dublin Service
Center located at 6S5S Shier Rings Raad. The project will also expand the employee parking !ot
an the east side of the building by 30 spaces and resurface the front parking lot and drive
The addition will allow for the relocation of Engineering Division staff from the Development
Building to the Service Center/Fleet Complex. As a result of this move, all the Public Works
Department divisions (i,e, Engineering, Street &Utilities Operations, Fleet Management, and
Facilities Management) will then be located at the Service Center/Fleet Complex,
The estimate is $3,221,Qgq. The budgeted funds in the 2016 Capital Improvement Program are
$3,4g0,gQ0 in account AB0601, Municipal Facilities far the Dublin Service Center Addition and
Renovation Project and $340,000 in account AT1607, Annual Parking Lot Maintenance for the
resurfacing of the front parking lot and drive, Staff has thoroughly reviewed all the bids and a
summary of the bids is attached,
Palmetto Construction Services submitted the lowest and best base bid of $2,983,677 for this
project. Adding to the base bid the estimated cast of furniture and relocation and allowing for
contingency, the base bid is well within the combined budget for the project, After a review of the
bids received for the alternate bid items, staff recommends accepting Palmetto's bids far
Alternates #2, #Sand #6 as listed on the attached bid farm Including these alternates,
Palmetto's bid totals $3,g38,677M
Recommendation
Staff met with Palmetto representatives toreview the project and the contractor demonstrated a
clear understanding of the scope of work, Staff also verified references and received favorable
feedback,
Staff recommends approval of Resolution 29 -16, accepting as lowest and best the base bid
together with Alternates #2, #Sand #6 of Palmetto Construction Services in the amount of
$3,838,677 and authorizing the City Manager to enter into a contract with Palmetto Construction
Services for this project,
