HomeMy WebLinkAboutResolution 033-16RECORD OF RESOLUTIONS 33 -16 M,.Mno M, A RESOLUTION SUPPORTING THE ATTRIBUTABLE FUNDING APPLICATION FOR THE AVERY ROAD WIDENING, FROM RINGS ROAD WEST TO WOERNER TEMPLE ROAD (PHASE 2), PROJECT TO THE MID -OHIO REGIONAL PLANNING COMMISSION (MORPC) WHEREAS, the widening of Avery Road between Rings Road West and Woerner Temple Road is included in the Community Plan; and WHEREAS, this project provides a continuous, four -lane boulevard roadway section so that Avery Road from the southern Dublin corporation limit to U.S. 33 is widened to its maximum footprint; and WHEREAS, this project provides dedicated bike and pedestrian ways along Avery Road; and WHEREAS, improving access to U.S. 33 and the interstate system by increasing capacity on Avery Road will improve driving conditions in the southwestern portion of the City and neighboring portions of the region. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Dublin, of its elected members concurring, that: Section 1. Dublin City Council respectfully supports all efforts to obtain funding from the Mid -Ohio Regional Planning Commission to assist in advancing the Avery Road Widening Project, from Rings Road West to Woerner Temple Road. Section 2. Dublin City Council is committed to the local funding level included with this request. Section 3. Supporting the Attributable Funding Application for the Avery Road Widening Project, from Rings Road West to Woerner Temple Road to the Mid•ohio Regional Planning Commission (MOAPC) Background In 2014, Dublin submitted an application and was awarded $1 million 6y the Mid•Ohio Regional Planning Commission (MORPC) Rttributable Funds grant program for theTuttle Crossing Boulevard Extension and Avery Road Widening, from Dublin's southern corporation limit to Rings Road West, project, The awaMed grant funds will berome available to this project in State Fiscal Year 2019, which begins ]uly i, 2018, This project does not extend nocth to Woerner Temple Road, where the existing two•lane road section on Avery Road ends, due to size of project and financial constraints, The Avery Road Widening, from Rings Road West to Woerner Temple Road (Phase 2), project picks up at the northern terminus of the Tuttle Crossing Boulevard Extension project and continues to widen Avery Road to its ultimate footprint in Dublin. Avery Road Widening -Phase 2 Project Resolution 33 -16, Support of Mid -Ohio Regional Planning Commission Attributable Funding Application May 19, 2016 Page 2 of 2 The Avery Road section developed during the Tuttle Grassing Extension project will continue through this project, Shared -use paths, bike lanes, street lighting and a bridge widening over Cramer Ditch are all included. Total project length is approximately 3,000 feet, The current construction cost estimate for the project is $7,000,000. Total project costs, including design, Landscaping, utility relocation and acquisition is estimated to be $8,437,000, Current Attributable Funding policies limit federal funding to 80 percent of eligible costs and require a 20 percent local contribution, For this granting program, eligible costs mainly include construction COStS0 MORPC expects sponsors of construction projects to undertake preliminary development and detailed design activities without use of M4RPC- attributable funds because it demonstrates the sVonsor's commitment to their project, Furthermore, if MORPC funds are used far engineering, its totUl funding commitment to the project (engineering, right -af -way and construction) will not exceed the amount it would have been had MQRPC funds only been used for the construction phase The grant application will be structured to request 80 percent of the construction costs, or approximately $5,600,000. This would obligate Dublin to fund the remaining $1,400,000 of construction costs plus the engineering and right -af -way acquisition, for a total project cost to Dublin to be approximately $x,837,000. Funding for this project is anticipated to be from service payments from the ThomaslKahler TIF. Recommendation Staff recommends adoption of Resolution 33 -16, supporting the Attributable Funding Application for the Avery Road Widening Project from Rings Raad West to Woerner Temple Raad, to the Ohio Regional Planning Commission (MaRPC).
