The regularly scheduled meeting of the Dublin Village Council was called
to order by Mayor Michael L. Close at 7:30 P.M. on March 18, 1986.
Mr. Rozanski led the Pledge of Allegiance.

Members of Council present were: Mr. Amorose, Mayor Close, Mr. Rozanski,
and Mr. Sutphen. Mr. Jankowski arrived at 7:40 P.M. Ms. Maurer was
absent.
Mr. Smith, Law Director, and Mr. Sheldon, Village Manager were present
as were Mr. Bowman, Ms. Jordan, Ms. Prushing and Mr. Warner of the
Village Staff.
Mr. Sutphen made a motion to approve the minutes of the March 3, 1986
meeting of the Dublin Village Council.
Mr. Amorose seconded the motion.
The vote for approval was unanimous in favor.

Mr. Rozanski made a motion to pay the bills.
Mr. Sutphen seconded the motion.
A memorandum from the Finance Director was noted regarding settlement
of a case filed by C&SOE against the Village of Dublin in the amount
of $208.23 which was to be added to the bill listing. The Village
agreed to pay as settlement one half the amount sued for ($416.45).
Mayor Close noted, as a matter of record, that in the severing of some
lines in the process of digging some two years ago, there was a dispute
as to whose fault it was - whether Columbus and Southern Ohio Electric
had mismarked it or whether the Village had dug in the wrong place. He
noted that the disputed amount has been agreed upon with the amount
agreed upon by Ms. Prushing.
Mr. Rozanski moved to approve payment of the bills with the amendment
to include payment of $208.23 to Columbus and Southern Ohio Electric
Company.
Mr. Sutphen seconded the motion.
The vote on the amendment was unanimous.
The vote on payment of the bills was unanimous in favor.

Ordinance No. 70-85 - Rezone 5.2: acre church portion - Martin and
Sawmill Roads. Public Hearing.
Mayor Close commented that the public hearing did not pertain to the
DeLong portion of the property and merely relates to the rezoning of
the church property.
Proponents registering were Rev. John Webb and Mr. Glen Dugger.
There were no registered opponents.
Mr. Bowman said that the tracts had been split up into two areas. The
first tract is a .78 acre tract located in the northeast portion of
the church property. The triangle portion came as a result of the
rezoning of properties located on Sawmill Road. As a result of the
situation, further planning was discussed, resulting in a road suggested
by the Village's quadrant plan to bisect some of the parcels, eventually
intersecting S.R. 161 at a signal. Martin Road will be signalized.
The triangle portion of the property, Mr. Bowman said, has a roadway
value. Under the Corridor District requirements the triangle portion
was purchased, making a much better bend in the roadway. The Planning
and Zoning Commission and the staff recommended approval of the rezoning
of the portion of the property.
Responding to a question from Mr. Rozanski, Mr. Bowman said that there
was a 16' strip that went from the triangle all the way to Martin Road.
He noted that the church agreed to a 15' buffer that would be landscaped
by the developers in constructing the road.

Rev. Webb said that they (the church) have worked out arrangements
with the developers and are in a position of finalizing the agreement
based upon the rezoning, supporting approval of the rezoning request.

Mr. Dugger, a registered proponent, further discussed the road
geometric patterns.
Mr. Dugger also commented that the church is having a house constructed
in Indian Run Meadow to be used as a parsonage; said arrangement being
contingent on approval of the rezoning.
Discussion followed regarding the necessity of additional easements
in the future. It was noted that an additional easement would be
obtained when the DeLong property would be rezoned. Mr. Smith said
that that request will be before Council at the April 7th meeting.
Clarification was requested regarding the variance application for
the church site which was heard before the Board of Zoning Appeals.
It was noted that that variance was requested due to the fact that
the church site would be reduced to 4.85 acres and would not be the
5 acres as required by Dublin Code.
Mr. Dugger explained that should the house no longer be used as a
parsonage, it would probably be used as a professional office,
perhaps be a dentist, but in that event the request would have to go
through the Corridor District Review.
With regard to the width of the new road, Mr. Bowman said that it
would be 26' and be built by the shopping center developer. When
the DeLong's rezone, he said, or when they develop they would be
agreeable to a 10' easement, 250' back, and then to the entrance.
The width of the road in the triangular area will be 26'.

Ordinance No. 10-86 - Appropriate Funds for Municipal Building Changes.
Third Reading.
Mr. Rozanski said that he had met with the architect, the builder,
the Village Engineer and the Village Manager with regard to the
concerns he had expressed at the last meeting. He said that he
continued to find that the charges are somewhat high and irregular,
but felt that those charges were due more to the system in reviewing
of change orders in the Village - that there truly is not a system.
Mr. Rozanski recommended approving the changes since a majority of
them did go through proper channels. He also moved, however, that
staff develop a system for the future on any contract let by the
Village - that change orders are reviewed and go through proper channels
before acceptance of same.
Mayor Close said that a motion should not be part of an appropriation
ordinance. He also commented that he was not sure that he was in
total agreement with the explanations given.
Mr. Rozanski said that he did check with several contractors throughout
the City of Columbus with regard to the $31/hour charge by carpenters
and found that that charge on a prevailing wage job is well within
the norm.

Mr. Rozanski commented that perhaps the architect had been given a
little more freedom than he should have been given on making some of
the changes.
Mr. Sutphen seconded Mr. Rozanski's motion.
The vote was unanimous in favor.

Ordinance No. 12-86 - Creating Chapter 352 Regarding Snow Emergencies.
Third Reading.
Mr. Amorose made a motion to table the ordinance.
Mr. Jankowski seconded the motion.
The vote was unanimous in favor of tabling.

Ordinance No. 17-86 - Authorize Bids for "Raised Pavement Markers" on
S.R. 745. First Reading.
Mr. Sutphen introduced the ordinance.
Mr. Sutphen said that he felt that because of the safety factor(s)
involved that members of Council should give serious consideration to
passage of the ordinance.
It was noted that the Village portion of the cost would be approximately
$4,240.00 ($16/marker) for installation of the markers in the Village
area along S.R. 745. The O.D.O.T. would be responsible for doing the
rural sections.
Mr. Sutphen also suggested that perhaps consideration should be given
to installation of pavement markers on other roads in the Village in
the future.
Mr. Sutphen moved to do away with the three time reading rule and
treat as an emergency.
Mr. Amorose seconded the motion.
The vote was unanimous in favor.
The vote on the ordinance was 5-0.

Ordinance No. 18-86 - Amend Annual Appropriations for 1986. First
Reading.
Mr. Amorose introduced the ordinance.
Ms. Prushing explained that the adjustment requested for refuse collec-
tion would be to cover the month of December, 1985. The original
appropriation was for 12 months in 1986 plus an allowance for the
1986 cleanup program (rent of dumpster and lift charges).
With regard to the adjustment in office supplies (Mayor's Court) Mayor
Close said that several forms were revised to be in a more workable
format. It was noted that all forms are now being ordered in a uniform
size to correspond with the size of tickets.
Mr. Amorose moved to do away with the three time reading rule and
treat as an emergency.
Mr. Sutphen seconded the motion.
The vote was 5-0 in favor of the motion.
The vote on the ordinance was unanimous in favor.
Ordinance No. 19-86 - Create Electrical Code in Part 13 of Codified
OIrdinances. First Reading.
Mr. Rozanski introduced the ordinance.

Ordinance No. 20-86 - Amend Section of Compensation Plan - Ordinance
Nos. 52-81 and 48-83. First Reading.
Mr. Amorose introduced the ordinance.

Mayor Close commented that the necessity of the ordinance was as a
result of legal requirements established by the Federal Fair Labor
Standards Amendments Act.
He said that there was no reason to pass the ordinance as an emergency
at this time and said that the second reading would be at the April
7, 1986 meeting of Council.
Council Roundtable Discussion
Mr. Rozanski
Mr. Rozanski thanked Mr. Warner for making a preliminary investigation
on the drainage problem on the east side of South High Street and
said that he was looking forward to a report on same.

Mr. Jankowski
Mr. Jankowski referred to the 10K Run that was held on Saturday,
March 15, 1986. He said that he felt that there were a number of
traffic problems. Mr. Jankowski said that the residents of Shannon
Park and the Hemingway areas did not have access to the roads out of
their subdivisions during the race. He suggested that the traffic
situation be monitored more closely in the future to see that people
can have access to the public roads, especially in the event of an
emergency. Mr. Jankowski said that he would followup on the matter
with the police chief.
Mr. Sutphen
Mr. Sutphen mentioned the letter received from Laurence L. Eberhart,
Chairman of the Washington Township Board of Trustees. The trustees
are recommending that approximately two (2) acres of land be obtained
in the very near future and be designed as the site of a sub-station
for the fire department.
Mr. Sutphen said that he felt that the issue needs to be addressed and
that he would like to see something positive happen in that regard.

Mayor Close
With regard to the problem of traffic during the 10K Run he said
that it was his understanding that after the start of the race that
the southernmost entrance to the subdivisions was not to be blocked
at any time. He agreed that coordination of such activities needs
to be coordinated and monitored more closely with the Police Department.
With regard to the fire station issue, Mayor Close said that he felt
that the following needs to be considered - that there will be a
census in 1990 which will clearly establish city status for the Village -
Dublin needs to consider what the ultimate financial impact will be
on the city if the city gives up land which it will then be required
to purchase back from the township at a point where the city might
elect to create its own township.
Mayor Close commented on the fact that in the past two years there has
been a great deal of discussion regarding a Master Plan. He said that
he had asked Pat Bowman to submit preliminary data for the April
meeting regarding the cost of and approach to doing a Master Plan.

Mayor Close announced a special meeting of Council for discussion of
Capital Improvements to be held on April 14, 1986 at 8:00 P.M.
Mayor Close announced that there will be a special meeting of Council
in executive session to discuss land purchase and distribution on
Thursday, March 20, 1986 at 7:30 P.M.
Mayor Close said that because of meeting conflicts and use of the Council
chambers that Mayor's Court will be held on the second and fourth
Mondays of the month at 5:30 P.M.
Mrs. M. Karrer commended Mr. Geese and Mr. Thornton for their efforts
as co-chairmen of the Shamrock Shenanigans and the ultimate success
of the St. Patrick's Day celebration.
Mr. Bill Fearon, representing the Dublin Chamber of Commerce, read a
resolution which was passed by the Chamber on March 18, 1986. The Board
of Directors of the Dublin Chamber of Commerce challenged the Dublin
Village Council to the First Annual Botchie Ball Chamber Pot to be held
on April 2, 1986. The winning side will host the losers at an annual
dinner to be held on Ground Hog Day of the following year. Mayor Close,
on behalf of Council, accepted the challenge and appointed Mr. Jan
Rozanski as coach and manager.

Mayor Close recessed the Council at 8:14 P.M. to executive session to
discuss the appointment of a replacement to Council to fill the seat
vacated by Dr. James E. Lewis, whose resignation was effective February
28, 1986.
The meeting was reconvened at 9:05 P.M.
Mr. Rozanski moved to nominate Mr. L. E. Thornton to fill the vacant seat
on Council to complete the term of Dr. James E. Lewis.
Mr. Amorose seconded the motion.
The vote was unanimous in favor.
Mayor Close swore in Mr. Thornton.
The meeting was adjourned by Mayor Close at 9:07 P.M.
