AN ORDINANCE AUTHORIZING THE PURCHASE OF A 0.950
ACRE, MORE OR LESS, TRACT OF LAND, FROM CARL W.
KARRER, TRUSTEE OF THE EMMETT H. KARRER FAMILY
TRUST, LOCATED AT 6199 HIGH STREET, TOWNSHIP OF
WASHINGTON, COUNTY OF FRANKLIN, STATE OF OHIO
WHEREAS, the City of Dublin desires to preserve and maintain the barn located on the
property to preserve its significant historical character to the City of Dublin; and
WHEREAS, the City desires to enter into an agreement to purchase a 0.950 acre, more or
less, tract of land for the preservation of open space and the barn located thereon for its
significant historical character to the City of Dublin for $150,000.00; and
WHEREAS, the aforementioned objectives will require the City of Dublin to obtain a fee
simple interest in the 0.950 acre, more or less, premises located at 6199 High Street, in the
Township of Washington, Franklin County, Ohio, as legal described and depicted on the
attached Exhibit "A".
NOW, TH~REFORE, BE IT ORDAINED by the Council of the City of Dublin, State
of Ohio, of the elected members concurring, that:
Section 1. The City Manager is hereby authorized to execute an Agreement to Purchase
and any necessary closing documents related to the acquisition of the 0.950 acre, more or
less, tract of land and paying any related costs.
Section 2. That this Ordinance is declared to be an emergency measure necessary for
the immediate preservation of the public peace, health, safety or welfare of the City, and
for the further reason that it will enable the City to facilitate a timely closing date for the
seller. Therefore, this ordinance shall be effective upon passage.

Re: Ordinance #65-05 for the Purchase of a Portion of Carl W. Karrer, Trustee,
Property located at 6199 High Street (Karrer Barn)
Summary:
In the City's ongoing effort to provide open space and preserve historical community features, ordinance
#65-OS provides for the purchase of the Karrer barn and 0.950 acres of surrounding land located on the
southern edge of Historic Dublin. 'The agreed purchase price is $150,000. This location is listed in the
draft Historic Dublin Revitalization Plan as a potential park. The legal description and survey is attached
for your review.
To ensure timely closing, staff will request emergency authorization at the second reading to dispense
with the 30 day waiting period for this legislation to become effective.
Recommendation:
Staff recommends to authorize the purchase of the property and to dispense with the 30 day waiting
period for the legislation to become effective.
DESCRIPTION OF A 0.950 ACRE TRACT
LOCATED SOUTH OF WATERFORD DRIVE
AND WEST OF DUBLIN ROAD
IN THE CITY OF DUBLIN, FRANKLIN COUNTY, OHIO
Situate in the State of Ohio, County of Franklin, City of Dublin, and lying in Survey
Number 2542 of the Virginia Military District, and being part of the 2.268 acre tract conveyed
to Carl W. Kamer by deed of record in Instrument No. 200006230124482 records of the
Recorder's Office, Franklin County, Ohio, being more particularly described as follows:
Beginning at an iron pin found (3/4 inch) in the southerly right-of--way line of Waterford
Drive (60 feet in width) as shown and delineated upon the subdivision plat of "Waterford
Village Phase I" of record in Plat Book 51, Page 10, at the intersection with the westerly
right-of-way line of Dublin Road (South High Street), being 33 feet westerly of, as measured
at right angles to the centerline thereof, and being the westerly line of a 0.522 acre tract
conveyed to the Village of Dublin by deed of record in Deed Book 3406, Page 424;
Thence South 10°40'00" East, a distance of 184.13 feet, along the westerly line of said 0.522
acre tract and Dublin Road to an iron pin set (3/4 inch);
Thence South 79°20'00" West, a distance of 227.44 feet, on, over and across said 2.268 acre
tract to an iron pin set in the westerly line of said 2.268 acre tract, being the easterly line of
Lot 80 of said "Waterford Village Phase P';
Thence North 10°38'40" West, a distance of 165.50 feet, along the easterly line of said Lot 80
to an iron pin found (3/4 inch) at the northeast comer of said Lot 80, being in the southerly
right-of--way line of said Waterford Drive;

said Waterford Drive:
1. North 60°02' 10" East, a distance of 56.37 feet, to an iron pin found (3/4 inch);
2. North 79°20'00" East, a distance of 174.17 feet, to the Point of beginning, and
containing 0.450 acres, more or less, and being subject to all easements, restrictions
and rights-of--way of record.
This description is based on a field survey by R. D. Zande & Associates, Inc.,
performed in June of 2005.
All iron pins are'/. inch iron pipes, 30 inches in length, with a yellow cap bearing the
name "R.D. ZANDE".
The bearings shown herein are based on the bearing of South 79°20'00" West for the
centerline of Waterford Drive, as shown and delineated upon the subdivision plat of
"Waterford Village Phase P' of record in Plat Book 51, Page 10, records of the Recorder's
Office, Franklin County, Ohio.
