AN ORDINANCE ACCEPTING THE LOWEST AND BEST
BID FOR THE DUBLIN POOL STORAGE BUILDING
PROJECT, AND DECLARING AN EMERGENCY
WHEREAS, after advertising and receiving bids on Wednesday, August 27, 2003 for
the Dublin Pool Storage Building Project, Council has determined that the bid
submitted by Robertson Construction Services in the amount of $68,600.00 is the
lowest and best bid for the project; and
WHEREAS, this project is an approved 2003 CIP project;
NOW, THEREFORE, BE IT ORDAINED by the Council of the City of Dublin,
State of Ohio, 2_ of the elected members concurring;
Section 1. That the bid submitted by Robertson Construction Services in the amount
of $68,600.00 for the Dublin Pool Storage Building Project is hereby accepted.
Section 2. That the City Manager is hereby authorized to enter into a contract for the
project as listed above, and as specified within the bid proposal and the City's bid
documents on file in the Division of Grounds and Facilities.
Section 4. That this Ordinance is hereby declared to be an emergency measure
necessary to ensure the preservation of the public peace, health, safety and welfare, and
therefore shall take effect and be in force immediately upon its passage.

RE: Dublin Pool Storage Building Follow-up
SUMMARY:
Questions were raised at the September 2, 2003 Dublin City Council meeting regarding the bid
submitted by Robertson Construction Services, Inc. The questions centered upon their bid
being substantially lower than the estimated cost. Since that meeting, Robertson has provided a
schedule of values that has been reviewed by the architect and no discrepancies have been
discovered.
In addition, staff has contacted Liberty Township for a reference regarding Robertson
Construction Service, Inc. Liberty Township currently has a maintenance facility under
construction with Robertson Construction Services, Inc. Specific questions regarding quality
of workmanship, timeliness and level of change orders were asked. All responses came back
favorably.
RECOMMENDATION:
Staff affirms their recommendation to accept the lowest and best bid submitted by Robertson
Construction Services, Inc.

RE: Dublin Pool Storage Building Project
SUMMARY:
On Wednesday, August 27, 2003 bids were opened for the Dublin Pool Storage Building
Project. This project is an approved Capital Improvement Program.
The publicly announced base bid was estimated at $96,800.00. Nine (9) bids were received.
Base Bid
1) The Quandel Group Inc. $128,174.00
2) Dorsey Construction Company $ 91,800.00
3) Ardmore Construction $ 88,990.00
4) Inca Enterprises Inc. $ 91,200.00
5) Royal Bloom Contracting Services $108,802.00
- 6) Robertson Construction Services $ 68,600.00
7) Rabers Construction $120,821.00
8) Shaw & Holter $ 93,244.00
9) Kel-Par Co., Inc. $ 87,500.00
This project consists of the construction and associated site work for a wood framed brick
veneer storage building.
RECOMMENDATION:
Staff is recommending adoption of Ordinance no. 103-03, accepting
Robertson Construction Services' base bid of $68,600.00. Staff has conducted reference
checks of similar projects and received positive comments regarding their work.
