Mayor McCash called the Special Meeting of Dublin City Council of July 8, 2002 to order
at 6:40 p.m.
Roll Call
- Council members present were: Mayor McCash, Vice Mayor Boring, Ms. Chinnici-
Zuercher, Mr. Lecklider, and Ms. Salay.
Mayor McCash noted that Mr. Kranstuber had indicated earlier today that he would arrive
late for tonight's meeting.
The Clerk reported that Mr. Reiner is out of town and will not be present.
Staff members present were: Ms. Grigsby, Mr. Harding and Ms. Puskarcik. Mr. Smith
joined Council in executive session.
Ms. Chinnici-Zuercher moved to adjourn to executive session for discussion of personnel
matters.
Ms. Salay seconded the motion.
Vote on the motion: Ms. Chinnici-Zuercher, yes; Mrs. Boring, yes; Ms. Salay, yes; Mr.
Lecklider, yes; Mayor McCash, yes.
Mayor McCash stated that Council will reconvene following the executive session for
consideration ofthe two ordinances on tonight's agenda.
Mr. Kranstuber joined the executive session at 6:50 p.m.
The meeting was reconvened at 8:10 p.m.
Roll call was taken, and the following members were present: Mayor McCash, Vice Mayor
Boring, Ms. Chinnici-Zuercher, Mr. Lecklider and Ms. Salay.
LEGISLATION
INTRODUCTION & FIRST READING - ORDINANCES
,-- Ordinance 92-02 - An Ordinance Authorizing the City of Dublin to Pick Up the
Statutorily Required Contribution to the Public Employees Retirement System of Ohio
-- for the City Manager of the City of Dublin, Pursuant to 42 V.S.C.A. Section 414(h)(2),
and Declaring an Emergency. (Request to dispense with public hearing)
Ms. Salay introduced the ordinance.
(Mr. Kranstuber returned to the meeting at this time.)
Ms. Grigsby noted that this legislation is necessary in order for the City to pick up the PERS
contribution for the City Manager, as proposed in the contract. This ordinance must be
adopted and effective prior to execution of the contract proposed under Ordinance 93-02.
There were no public comments offered.
There were no comments or questions from Council.
Ms. Salay moved to dispense with the public hearing and to treat this as emergency
legislation.
Ms. Chinnici-Zuercher seconded the motion.
Vote on the motion: Mrs. Boring, yes; Mr. Kranstuber, yes; Mr. Lecklider, yes; Ms. Salay,
yes; Ms. Chinnici-Zuercher, yes; Mayor McCash, yes.
Vote on the Ordinance: Mr. Kranstuber, yes; Mayor McCash, yes; Ms. Chinnici-Zuercher,
yes; Mrs. Boring, yes; Mr. Lecklider, yes; Ms. Salay, yes.

Ordinance 93-02 - An Ordinance Appointing a New City Manager, Authorizing the
Execution of an Employment Agreement with the City Manager, and Declaring an
- Emergency. (Request to dispense with public hearing)
Ms. Salay introduced the ordinance.
Mayor McCash stated that Council has carefully reviewed the provisions of the contract and
is prepared to vote at this time.
There were no public comments offered.
There were no comments or questions from Council.
Mr. Kranstuber moved to dispense with the public hearing and to treat this as emergency
legislation.
Mr. Lecklider seconded the motion.

Ms. Chinnici-Zuercher noted that Ms. Puskarcik has proposed a plan for a reception for the
new City Manager, and requested that a date be identified for this event.
Following brief discussion, it was the consensus of Council to schedule the reception on
r-- Wednesday, August 28.

Ms. Salay moved for adjournment.
Mr. Kranstuber seconded the motion.
