A RESOLUTION CONSENTING TO THE CITY OF DUBLIN
WORKING COOPERATIVELY WITH THE DIRECTOR OF
THE OHIO DEPARTMENT OF TRANSPORTATION FOR THE
UPGRADE AND MAINTENANCE OF TRAFFIC SIGNALS.
WHEREAS, the Ohio Department of Transportation CODOT'� and the City of Dublin
(the "City's have identified the need to upgrade the traffic controls related to pedestrian
signals and will improve those signals at the following locations: (1) Shamrock
Boulevard at West Dublin - Granville Road; (2) Avery- Muirfield Drive and Perimeter
Drive; (3) Post Road and OCLC driveway; (4) Hard Road and Emerald Parkway; (5)
Muirfield Drive and Tara Hill Drive; (6) Avery- Muirfield Drive and Perimeter Loop; (7)
Rings Road and Blazer Parkway; (8) Emerald Parkway and Perimeter Drive; (9) Frantz
Load and Metro Place North; and (10) Frantz Road and Blazer Parkway, identified by
ODOT as D06 Regional Pedestrian Signals, PID 101844 (the "Project'; and
WHEREAS, ODOT and the City also identified the need to improve the pedestrian
crosswalk at Post Road and C(ilgour Place as part of the Project; and
WHEREAS, the Project will upgrade signals by enhancing the pedestrian crosswalk
markings atone (1) location and upgrading the pedestrian signal displays to countdown
signals at ten (10) location; and
WHEREAS, being in the public interest, the City gives consent to the Director of
Transportation of the State of Ohio (the "Director's to complete the Project; and
WHEREAS, the City hereby agrees to cooperate with the Director in the planning,
design, and construction of the Project and grants consent to ODOT for its development
and construction of the Project in accordance with plans, specifications, and estimates
as approved by the Director; and
WHEREAS,, ODOT agrees to assume and bear one hundred percent (100 %) of the
total costs of preliminary engineering, right -of -way, and construction; and
WHEREAS, right -of -way costs include eligible utility costs, and
WHEREAS, ODOT agrees to be responsible for all utility accommodation, relocation,
and reimbursement and agrees that all such accommodations, relocations, and
reimbursements shall comply with the current provisions of 23 CFR 645 and the ODOT
Utilities Manual; and
WHEREAS, the City agrees to assume and bear one hundred percent (100 %) of the
total costs of those features requested by the City (currently, there are none identified),
which are not necessary for the improvement as determined by the State and Federal
Highway Administration; and
WHEREAS, the City agrees that all existing City right -of -way required for the Project
will be made available to the Project and should the Project require additional right -of-
way, the City will work to facilitate ODOT's acquisition of the additional right -of -way in
accordance with current State and Federal regulations; and
WHEREAS, upon completion of the Project, unless otherwise agreed, the City shall:
(1) provide adequate maintenance for the Project in accordance with all application
State and Federal laws, including, but not limited to, Title 23, U.S.C., Section 116; (2)
provide ample financial resources, as necessary, for the maintenance of the Project;
(3) maintain the right -of -way, keeping it free from obstructions, and (4) hold said right -
of -way inviolate for public highway purposes.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Dublin, State of
Ohio, of the elected members concurring that:

Section 1. The City hereby empowered on behalf of the City of Dublin to enter into
contracts with the Director of ODOT necessary to complete the Project pursuant to the
terms above.
Section 2. This Resolution shall take effect upon adoption in accordance with
4.04(a) of the Dublin Revised Charter.

Re: Resolution No. 14 -16 — A Resolution Consenting to the City of Dublin
Working Cooperatively with the Director of the Ohio Department of
Transportation for the Upgrade and Maintenance of Traffic Signals
The Ohio Department of Transportation (ODOT) and the Mid -Ohio Regional Planning
Commission (MORPQ have been working with local communities throughout the region to
identify low -cost safety improvement opportunities. Based on their analysis of crash data in
the City of Dublin, they proposed to upgrade the traffic signal pedestrian displays with new
Countdown Pedestrian Displays utilizing LED technology.
MORPC and ODOT provided a list of potential intersections for consideration based on recent
pedestrian - involved crash data. Eleven (11) locations were selected based on higher than
average levels of pedestrian and bicycle traffic in proximity to parks, schools or traffic signals
with features for pedestrians with accessibility issues.
The primary treatment suggested by the project is for
signalized intersections to replace existing pedestrian
signals with new LED pedestrian signals with countdown
displays that are active during the flashing upraised
orange hand display. The intent of the countdown
display is to inform the pedestrian how much time
remains to complete their crossing of the roadway in the
crosswalk.
One unsignalized intersection was included to enhance
the pedestrian markings to improve the visibility of the
crosswalk to motorists turning across the pedestrians' and bicyclists' path.

Ten (10) intersections, which are shown below, are proposed to receive the countdown
pedestrian displays:
O Shamrock Boulevard at West Dublin - Granville Road;
O Avery- Muirfield Drive and Perimeter Drive;
O Post Road and OCLC driveway;
O Hard Road and Emerald Parkway;
O Muirfield Drive and Tara Hill Drive;
O Avery- Muirfield Drive and Perimeter Loop /Hospital Drive;
O Rings Road and Blazer Parkway;
O Emerald Parkway and Perimeter Drive;
O Frantz Road and Metro Place North; and
O Frantz Road at Paul G. Blazer Memorial Parkway/ Longbranch Drive.

ODOT is currently working to design and begin construction for the project in 2017.
There are no anticipated direct costs to Dublin for this project, as it is entirely funded throug
ODOT safety funds. I
The estimated installation cost for this safety upgrade is $63,000.
Staff recommends adoption of Resolution 14-16 at the March 7, 2016 Council meeting.
