HomeMy WebLinkAboutResolution 012-16RECORD OF RESOLUTIONS Dayton Legal Blank, Inc., Form No. 30045 Resolution No. 12-16 Passed A RESOLUTION IN SUPPORT OF PASSAGE OF HOUSE BILL 277 TO ELIMINATE DOUBLE TAXATION IN DELAWARE AND UNION COUNTY PORTIONS OF THE CITY OF DUBLIN .20 WHEREAS, the City of Dublin, which is part of the Franklin County 9-1-1. system, provides 9-1-1 service to all residents of the City; and WHEREAS, Ohio Revised Code currently does not allow counties to limit the area covered by 9-1-1 levies and exclude service territory; and WHEREAS, portions of the City of Dublin are located in Delaware and Union counties, and are served by the Franklin County 9-1-1 system; and WHEREAS, the City of Dublin operates the Northwest Regional Emergency Communications Center, which is the primary answering point for all 9-1-1 calls placed within the City of Dublin; and WHEREAS, Delaware County previously did not collect the tax from City of Dublin residents; officials have been informed by counsel that, unless the law is changed, in the future they would be required to impose the county's 9-1-1 levy on areas already served by another 9-1-1 system; and WHEREAS,, Union County residents are subject to a 035-mil levy to Union County while also supporting 9-1-1 services through the City of Dublin resulting in double taxation; and WHEREAS,, HB 277 has been introduced by State Rep. Andrew Brenner to allow counties using a 9-1-1 call center levy to refrain from imposing it in areas of the county already served by another 9-1-1 system. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Dublin, State of Ohio, of the elected members concurring that: Section 1. City Council supporrs the passage of HB 27'/, enabling counties to impose a 9-1-1 services levy on only those neighborhoods receiving services from that tax, and urges all Members of the Ohio General Assembly, including Representatives Andrew Brenner, Mike Duffey and Dorothy Pelanda, and Senators Dave Burke, Jim Hughes and Kris Jordan to actively and enthusiastically support its passage. Section 2. This Resolution shall take effect and be in force upon passage in accordance with Section 4.04(a) of the Revised Charter. Passed this 2-2b,4 day 0 ✓% 2016.
