A RESOLUTION ACCEPTING THE LOWEST AND BEST
BID FOR THE DALE DRIVE PARK & RIDE PROJECT

WHEREAS, formal advertising and competitive bidding procedures have been
conducted, pursuant to Section 8.04 of the Revised charter and Chapter 37 of
the Dublin Code, for the Dale Drive Park & Ride project.
WHEREAS, council has determined that the bid submitted by Jess
Construction, Inc. constitutes the lowest and best bid; and
WHEREAS, council has determined that there is a legitimate need to declare
the relocation of the utilities in connection with the above - referenced project as
a A® single source" procurement, for reason that the company owning the utilities
in question has the exclusive rights to relocate such utilities.
[MOW, THEREFORE, BE IT RESOLVED by the council of the City of Dublin,
of its elected members concurring, that:
Section 1. The bid submitted by Jess Construction, Inc. in the total amount
of $578,578.00 is hereby accepted.
Section 2. The City Manager is hereby authorized to enter into contracts
with Jess construction, Inc. for performance and completion of the Dale Drive
COTA Parr & Bide project pursuant to the Advertisement, Proposal and
Contract Documents for said project on file in the office of the City Engineer.
Section 3. This resolution shall take effect and be in force on the earliest
date permitted by law.

On February 10, 2016,, nine (9) bids were received, publicly opened and read for the Dale Drive
COTA Park & Ride project. This facility provides the permanent replacement for the former Dale
Drive COTA Park & Ride (the current COTA Park & Ride facility is located at a temporary location
tn the former Byers Chevrolet site).
The Engineer's estimate was $678,112.00. Staff has reviewed all bids and a summary of the bids
is listed below,
Staff has thoroughly reviewed the bid from Jess Construction, Inc. ("Jess'), Jess submitted the
lowest and best bid of $578,578.00. Previous experience with Jess has been favorable, including
these recent projects: Amberleigh Community Park and Coffman Park Expansion, Phase 2A.

This project satisfies the City's obligation established in the agreements with the Central Ohio
Transit Authority (COTA) to relocate their facility from the former Dale Drive Park & Ride.
Staff anticipates construction to commence in late February/early March 2016 with final completio
of the work anticipated to occur in August 2016. 1
A reduced set of construction drawings has been placed in the Council Planning Room for Council's
reference and review,
The budgeted funds for these improvements were included in the 2016-2020 Capital
Improvements Program (CIP) under the COTA Relocation (ET1411) for expenditure in 2015.
Staff recommends Council approval of Resolution 09-16 accepting as lowest and best the bid of
less Construction, Inc. in the amount of $578,578.00 and authorizing the City Manager to enter
into a contract with Jess Construction, Inc. for this project.
