AN ORDINANCE TO CHANGE THE NAME OF A
PORTION OF PERIMETER LOOP ROAD TO HOSPITAL
DRIVE IN THE CITY OF DUBLIN, OHIO
WHEREAS, the City has received a request to have the street name for the section of
Perimeter Loop Road west ofAvery-Muirfield Drive to its terminus with Perimeter
Drive changed to Hospital Drive; and
WHEREAS, the Division of Engineering and Division of Police have reviewed this
request and determined such action would not be detrimental to the public health,
welfare or safety;
NOW, THEREFORE, BE IT ORDAINED by the Council of the City of Dublin,
State of Ohio, of the elected members concurring:
Section 1. That the name of Perimeter Loop Road west of Avery-Muirfield Drive to
its terminus with Perimeter Drive hereby be changed to Hospital Drive in the City of
Dublin.
Section 2. That the City Engineer is directed to have the plat corrected to conform
with this change.
Section 3. That this ordinance shall take effect on October 30, 2006 and be in force
thereafter.

Re: Ordinance 63-OS Requesting Approval to Change the Name of a portion of Perimeter
Loop Road to Hospital Drive in the City of Dublin, Ohio
Summary
. The Division of Engineering has received a request to change the name of a portion of Perimeter Loop
Road. OhioHealth requested changing the name of Perimeter Loop Road, west of Avery-Muirfield
Drive to its terminus at Perimeter Drive, to Hospital Drive. They feel this will assist with clearly
indicating where to turn to get to Dublin Methodist Hospital for those people not familiar with the area
or in a panic.
As with all addressing and street name changes; Engineering worked with Police Dispatchers to
determine if this would cause any emergency response issues. Police Dispatchers feel they will not
have a problem getting appropriate personnel to respond to police/emergency matters in the area of
change. If anything, it will assist with responses in the area of Perimeter Drive/Perimeter Loop Road
intersections. Currently, we have two intersections with the same road names. (See attached map for
clarification.) Once Perimeter Loop Road west of Avery-Muirfield Drive is changed, this confusion
would be eliminated.
Also, OhioHealth has requested that the newly constructed road remain closed to thru traffic until their
construction is substantially complete. Since the road, in essence, only leads to the Hospital,
Engineering has agreed to honor this request. The road opening is anticipated to occur in Spring 2007.
This proposed road name change affects many property owners and tenants. Therefore, on September
1, 2005, Engineering sent out a letter to the affected property owners and tenants to inform them of the
proposed road name change. A copy of the letter is attached. The property owners and tenants were
encouraged to contact Kristin Yorko, P.E. -Engineering or Colleen Gilger -Economic Development,
with any comments or concerns they had with this proposed road name change. Attached is a list of
those who provided comment to the City and a summary of their concern.
Staff has worded the Ordinance to take effect on October 30, 2006. This will give affected parties an
additional year to anticipate the street name change. The Post Office honors both addresses for one
year to allow the property owners to make appropriate address changes.
Recommendation
Council had a first reading of this ordinance on October 3, 2005. Staff recommends approval of this
road name change as described in the ordinance.

Staff recommends that this Ordinance is brought back before Council for a second reading on October
17, 2005. Staff will continue to compile comments from the affected property owners/tenants and
forward those to Council for their review.

Dear Affected Property Owner;
The Dublin Methodist Hospital has made a request to the City of Dublin to change the name
of Perimeter Loop Road west of Avery-Muirfield Drive through its terminus at Perimeter
Drive to Hospital Drive. This request will be presented to Council on October 3, 2005.
You are receiving this letter to inform you of the impact this request will have on your
property/business. If the road name is changed, your address numbers will stay the same but
the road name will be Hospital Drive. Attached is a spreadsheet indicating the old address and
the corresponding new addresses for the various businesses affected by this change.
If Council approves the road name change, the City of Dublin will not only send you notice,
but they will also contact the various utility companies (the U.S. Postal Service, emergency
services, Franklin County, the City of Columbus, and other agencies) of the change. A copy of
our standardized notification list is attached for your reference.
You will then need to directly contact the utilities that provide service to you, as they will only
change certain information regarding the service with property owner/tenant permission.
Also, your assistance will be appreciated in making those other address changes that we
cannot make for you. The Post Office will recognize both addresses for one year to allow for
sufficient time for all parties to be notified of the change.
Please notify me at 410-4657 or Colleen Gilger, Economic Development Specialist at 410-
4643, if you have concerns with this road name change so that we may summarize the
concerns to Council. You are welcome to attend the Council meeting on October 3, 2005 at
7:OOpm. The meetings are held at Council Chambers in the Municipal Building located at
5200 Emerald Parkway.
