AN ORDINANCE AMENDING SECTION 2. A. OF
ORDINANCE NO. 98-96 (COMPENSATION PLAN)
REGARDING THE RE-CLASSIFICATION AND PAY
GRADE REASSIGNMENT OF THE DIRECTOR OF
COURT SERVICES POSITION.
WHEREAS, Council has determined, upon the recommendation of the City Manager,
that Ssection 2.A of Ordinance No. 98-96 (Compensation Plan for non-union
personnel) be amended; and
WHEREAS, Council has determined that adoption of this amendment is necessary to
the administrative/operational effectiveness of the City;
NOW, THEREFORE, BE IT ORDAINED by the Council of the City of Dublin,
State of Ohio, ~ of the elected members concurring:
Section 1. That Section 2. (WAGE & SALARY STRUCTURE/
ADMIlVISTRATION), Subsection A of Ordinance No. 98-96 be amended by deleting
the "Director of Court Services" job classification title and corresponding pay grade
(Pay Grade 11) under the "Criminal Justice" categorical heading contained therein and
replacing it with the following:

Section 2. This Ordinance shall take effect and be in force on the earliest date
permitted by law.

Re: Ordinance No. 31-05 Amending Section T.A. of the City Compensation Plan
SUMMARY
Attached for your consideration please find Ordinance: No. 31-OS amending section 2.A. of
the City Compensation Plan for non-union personnel (Ordinance No. 98-96). The nature of
this amendment involves the reclassification of the Director of Court Services position and the
reassignment of this position classification to a different pay grade.
The proposed amendment in Section 1. of the attached legislation would allow for the
reclassification of the current Director of Court Services position classification and would
reassign this classification to a lower pay grade. This position recently became vacant and the
HR Staff conducted an in-depth job analysis to review the position's level of responsibility
and pay grade, which included a re-factoring of the position's duties and responsibilities using
the City's established point-factoring job evaluation methodology ("Position Appraisal
Method"). This method of job evaluation numerically measures a position's level of
responsibility and difficulty by systematically determining the degree to which the following
seven factors are inherent in the position's duties and responsibilities: Nature of Work and
Knowledge and Ability Requirements; Supervision Exercised/Scope of Responsibility; Scope
and Effect of Decisions and Actions; Problem Solving and Complexity/Nature and Extent of
Guidelines; Application of Authority (Regulatory Aut:hority); Purpose and Nature of Work
Contacts; and Physical and Sensory Demands or Hazards. Based upon this job analysis and
re-evaluation of the position, HR has made the recommendation that the position would be
more appropriately classified as Court Administrator acid should be reassigned from pay grade
11 ($58,945 - $86,205) to pay grade 9 ($49,520 - $72,424).
RECOMMENDATION
Staff recommends that Ordinance No. 31-OS be adoptF;d by Council at the second reading on
June 20, 2005.
