Form No. 30043 16-05 Ordinance No. Passed , 20 AN ORDINANCE ACCEPTING THE LOWESTAND BEST BID FOR THE NORTH EAST QUAD PARK NORTH PAVING PROJECT, APPROPRIATING FUNDS THEREFOR, AND ~ DECLARING AN EMERGENCY. i WHEREAS, after advertising, receiving and opening bids on February 16, 2005 for the North East Quad Park North Paving Project, Council has determined that the base bid submitted by Strawser Paving Company in the amount of ~ $367,330.00 is the lowest and best bid for the project; and II WHEREAS, this project was an approved 2004 CIP project; and WHEREAS, it is necessary to amend thE; annual appropriations measure to provide funding authorization for the project. NOW, THEREFO E, BE IT ORDAINED by the Council of the City of Dublin, ;I State of Ohio, of the elected members concurring: Section 1. That the base bid submitted by Strawser Paving Company in the North East Quad Park North Pavin Project is amount of $367,330.00 for the g 1 hereby accepted. Section 2. That the City Manager is hereby authorized to enter into a contract i for the project as listed above, and as specified within the bid proposal and the ~I City's bid documents on file with the Director of Parks and Open Space. ~ Section 3. That there be appropriated from the unappropriated balance in the Ca ital Im rovements Tax Fund the amount of $280,000 to account P p number 401-0314-780-2511 for the North East Quad Park North Paving Project. Section 4. That this Ordinance is declared to be an emergency measure necessa to rotect and lock in current cost estimates, to assure project p ry rvation of the ublic ithin the set time frame and for the rese p completion w p peace, health, safety or welfare, and therefore shall be effective immediately upon passage. ( DATE: February 16, 2005 INITIATED BY: Fred Hahn, Director of Parks & Open Spacer-,~ RE: Northeast Park North Paving Project SUMMARY: On Wednesday, February 16, 2005 bids were opened for the Northeast Park North Paving Project. The budgeted amount for this project is $280,000.00 with the final bid estimate of $287,960.00 Five (5) bids were received: Base Bid Alternate #1 Alternate #2 1). Trucco Construction $478,340.00 $10,770.00 $10,370.00 2). Strawser Paving Company $367,330.00 $21,735.00 $14,235.00 3). George J. Igel & Company $378,000.00 $21,000.00 $11,000.00 4). Columbus Asphalt Paving $472,400.00 $22,000.00 $10,000.00 5). McDaniels Construction Corporation $398,944.27 $20,065.80 $13,369.20 This project consists of entry drive from Wyandotte Woods Blvd, and a 130-car parking lot, that will serve the existing play fields at the northern end of the park. This project was originally budgeted in the 2004 Capital Improvement Program for construction and was delayed due to the extension of Wyandotte Woods Blvd not being constructed as soon as staff originally believed. In addition to the paving part of this project, this project also will contain approximately 1,150 feet of water line that will be required in subsequent phases of the park. Installation of the water line at this time will prevent disturbance of finished areas. The discrepancy between the bid estimate and the actual. bid costs is attributed to several estimating flaws. The main areas underestimated are the quantity of required grading, higher unit costs associated with the asphalt and underestimating the quantity and unit costs of fine grading and seeding. These three areas account for approximately $50,000 of the discrepancy. We are currently under design for the restroom facility for the northern end of this park. Our preliminary estimates for this facility indicate that this will come in under budget. Staff believes this will cause an overall balancing effect of this park's budget. In addition staff will work with Strawser Paving to identify and implement deductions to the scope of the project without affecting the desired outcome. RECOMMENDATION: Due to receiving competitive and fairly priced bids and the fact that Strawser Paving has performed numerous projects for the City of Dublin with favorable results, staff is recommending adoption of Ordinance no. 16-OS, accepting Strawser Paving Company's base bid in the amount of $367,330.00. cti r z ~ m t, ~ 3 W W ~ 3 oWa ~ a ~ Z 33~ o ~ e W W g~~ z o!~~ N T j~ .
