AN ORDINANCE ACCEPTING THE LOWEST AND BEST BID
AND AUTHORIZING THE CITY MANAGER TO ENTER INTO
A CONTRACT FOR CONSTRUCTION OF DUBLIN SERVICE
DEPARTMENT SITE IMPROVEMENTS, PHASE II
AND DECLARING AN EMERGENCY
WHEREAS, Dublin City Council adopted a five year Capital Improvement Plan for the years 2004
through 2008; and
WHEREAS, Dublin City Council included in this Plan the construction of certain site
improvements at the Maintenance Center (former Service Complex), at 6351 Shier Rings Road; and
WHEREAS, formal advertising and competitive bidding procedures for construction of "Dublin
Service Department Site Improvements, Phase II" have been conducted; and
WHEREAS, Council has determined the bid submitted by Strawser Paving Company, Inc., in the
amount of $340,350, for construction of "Dublin Service Department Site Improvements, Phase II"
is the lowest and best bid; and
WHEREAS, it is necessary to declare an emergency after two readings of this Ordinance and waive
the 30-day waiting period due to the nature of this facility and its support to emergency services.
NOW, THEREFORE, BE IT ORDAINED by the Council of the City of Dublin, State of Ohio,
of the elected members concurring that:
Section 1. Council hereby accepts the bid submitted by Strawser Paving Company, Inc. for the
construction of "Dublin Service Department Site Improvements, Phase II", in the amount of
$340,350.
Section 2. The City Manager is hereby authorized to enter into an agreement with Strawser Paving
Company, Inc. for construction of said "Dublin Service Department Site Improvements, Phase II" in
accordance with the intent of the specifications.
Section 3. This Ordinance is hereby declared to be an emergency measure necessary for the
preservation of the public peace, health, safety and welfare. Operations housed at this facility
provide safety related services. Therefore, this Ordinance shall take effect and be in force
immediately upon adoption.

RE: Service Department Site Improvements, Phase II
SUMMARY
The City's CIP budget for 2004 provides for certain improvements to the City's Service
Maintenance Center. These improvements include additional storm water system and expansion
of the fleet and materials storage lot, including grading, base and asphalt. Attached is a diagram
of the project. The applicable improvements are highlighted.
Staff previously received and opened bids for this project on June 18. Two competitive bids were
received, however, there were discrepancies between the bids that would not allow for an "apples
to apples" comparison. As a result, bids were rejected. The project was re-advertised and a new
bid opening date of July 23, 2004 was set. One bid was received on July 23. Strawser Paving
Company, Inc. submitted a bid in the amount of $340,350. The estimate for the project was
$350,000. Even though only one bid was received, staff is confident that this bid is a competitive
price in that it is consistent with the two bids previously received on June 18. While staff would
have liked to receive more bids, we are confident in the Strawser Company's ability to perform
and with the pricing. Several contractors did take plans to review. Why more contractors did not
submit bids is unclear. Strawser Paving Company has performed work for the City on numerous
occasions and is currently performing the street repaving program.
RECOMMENDATION
Staff recommends Council pass Ordinance 53-04 as an emergency. The reason for the
emergency is due to the nature of the facility and its support to emergency services. Initiating the
project is now critical due to the timing difficulties caused by previously rejecting bids and the
available construction season left. This project will cause significant disruption to operations if
not completed around December 1.
