AN ORDINANCE TO ACCEPT THE LOWEST/BEST BID FOR THE
RINGS ROAD/ATRIUM PARKWAY/ASHLAND CHEMICAL DRIVE
INTERSECTION IMPROVEMENTS PROJECT
AND DECLARING AN EMERGENCY
WHEREAS, after advertising, receiving and opening bids on May 30, 2003 six (6) bids
were received for the Rings Road/Atrium Parkway/Ashland Chemical Drive Intersection
Improvements project; and
WHEREAS, Council has determined that the lowest and best bid for said project is from,
Complete General Construction Company in the amount of $588,323.00; and
WHEREAS, Council has determined that there may be a legitimate need to declare the
relocation of the utilities in connection with the above-referenced project as a "single
source" procurement, for reason that the company owning the utilities in question has the
exclusive rights to relocate such utilities; and
WHEREAS, it is in the best interest of the City to execute this contract as soon as
possible so that construction may commence immediately; and
NOyV THEREFORE BE IT ORDAINED by the Council of the City of Dublin, Ohio,
_~ of the elected members concurring:
Section 1. That the bid from Complete General Construction Company in the amount
of $588,323.00 be, and hereby is, accepted.
Section 2. That the City Manager is hereby authorized and directed to execute a
contract with Complete General Construction Company for completion of said project
pursuant to the bid specifications and documents on file in the office of the City
Engineer.
Section 3. That this Ordinance be, and the same hereby is, declared to be an
emergency measure for the preservation of the public peace, health or welfare of the
residents of this City, and, therefore, this Ordinance shall take effect and be in force
immediately upon its passage.

Bid Acceptance Ordinance
Ordinance No. 74-03
Summary:
On May 30, 2003 six (6) bids were received, publicly opened and read for the Rings Road/Atrium
Parkway/Ashland Chemical Access Drive Intersection Improvements project. A summary of the bids
is shown on the attached bid tabulation. All bids have been reviewed by Engineering Division staff.
The engineer's estimate for this project was $620,000. These improvements, as depicted on the
attached exhibit, consist of constructing approximately 720 feet of new roadway to be named Ashland
Chemical Drive, including a 28-foot by 7-foot precast concrete arch bridge, installing a traffic signal
and providing landscape treatments at this newly created intersection.
Complete General Construction Company of Columbus, Ohio, submitted the lowest and best bid of
$588,323.00, which is $31,677.00 less than the Engineer's estimate. The project will be funded by an
advance from the Capital Improvements Tax Fund that will be reimbursed in the future from service
payments generated by the Rings/Frantz TIF and by a payment from Ashland Chemical in accordance
with the agreement authorized by Ordinance No. 127-02.
Complete General Construction Company has performed several projects in the past including Emerald
Parkway, Phase 7 and recently the Martin Road storm sewer improvements. Staff has had mostly
favorable experience with Complete General Construction Company, although their timely completion
of projects has been a concern. Staff has met with representatives of Complete General Construction
Company to discuss this concern. The representatives have demonstrated a true commitment to
complete this project on time, both substantial completion and final completion.
Recommendation:
Staff recommends this ordinance accepting the bid of Complete General Construction Company be
adopted by Council. Emergency action upon adoption is requested to allow the work to commence
immediately and be mostly performed during the more favorable summer weather, and thus be
substantially completed by the final project completion date of November 5, 2003.
