AN ORDINANCE ACCEPTING THE LOWEST/BEST BID FOR
THE DUBLIN SERVICE DEPARTMENT SITE IMPROVEMENTS,
APPROPRIATING FUNDS THEREFOR, AND
DECLARING AN EMERGENCY
WHEREAS, after advertising, receiving and opening bids on April 17, 2003 for the
Dublin Service Department Site Improvements project, Council has determined that the
lowest and best bid for said prof ect is from C&N Construction in the amount of $550,600;
and
WHEREAS, it is necessary to amend the annual appropriations ordinance to provide
additional funding authorization for the project.
NOW, THEREFORE, BE IT ORDAINED by the Council of the City of Dublin, State
of Ohio, ~ of the elected members concurring that:
Section 1. The bid from C&N Construction in the amount of $550,600 be, and hereby
is, accepted.
Section 2. That the City Manager is hereby authorized and directed to execute a
contract with C&N Construction for completion of said project pursuant t o t he b id
specifications and documents on file in the Office of the Director of Service.
Section 3. That there be appropriated from the unappropriated balance in the Capital
Improvements Tax Fund the amount of $80,600 to account 401-0314-780-2523 for the
purpose of completing the Service Center site improvements.
Section 4. That this Ordinance is declared to be an emergency measure necessary for
the immediate preservation of the public peace, health, safety or welfare, and emergency
action is necessary in order to initiate the project as soon as possible so that the facility
can be available prior to winter. Therefore, this Ordinance shall take effect upon passage.

RE: Service Department Site Improvements
SUMMARY:
On Thursday, April 17, 2003 bids were opened for the Dublin Service Department Site
Improvements. This project is an approved Capital Improvement Program.
The publicly announced base bid was estimated at $450,000. Five (5) bids were received.

This project consists of:
• Base Bid: New roof on existing salt shed, an additional salt shed, electric supply to salt
sheds, concrete aprons in front of salt sheds.
• Alternate #1: Salt Shed canopy roofs on three sides of each salt shed. This will provide
some under roof storage though not enclosed.
• Alternate #2: Grading, base gravel on north side of storage yard.
• Alternate #3: Grading, base and asphalt on north side of storage yard.
• Alternate #4: Dump pit. This is a concrete pad with roof structure that will allow
collected material from the street sweeper to be dumped and drained into the sanitary
sewer. Several loads will drain prior to being hauled to the dump.
• Alternate #5: Grading, base and gravel on the south side of the storage yard.
• Alternate #6: Grading, base and asphalt on the south side of the storage yard.
• Alternate #7: Storm sewer on north side of storage yard.
• Alternate #8: Storm sewer on south side of storage yard.
Council may recall that this project was previously bid in February of this year. Alternates #7 &
8 were included in the original base bid in February. By removing these, $72,900 in these costs
will be avoided for now and deferred to a future CIP budget.
During 2002, the existing salt shed roof failed. The cost of replacing the existing salt shed roof
was not anticipated during the preparation of the 2003-2007 CIP. However, other dollars for
improvements (i.e. storm water, storage lot improvements) on the site were budgeted in 2002.
Once the salt shed roof failed, staff held up on other improvements knowing the money would be
needed for the more important matter of replacing the existing salt shed roof. Staff did not
replace the roof immediately in anticipation of an additional salt shed in 2003. Staff hoped to
save dollars by adding the existing roof replacement to the new salt shed construction. However,
the February bids did not yield significant savings compared to estimates obtained in 2002. This
appears to hold true in these bids as well. The Architect's estimate of $450,000 reflects the
anticipation of a more competitive market than is apparently the case.
Dollars not used in 2002 and dollars budgeted in 2003, as part of the 2003-2007 CIP, will be
used to cover the base bid and Alternate #1 listed above. Staff recommends including Alternate
#1 because the "canopies" are attached to the salt sheds and consist of materials and construction
similar to the construction of the salt sheds (See attached drawing). The base bid and the
canopies in this reorganized bid will provide needed cover for snow equipment such as salt
spinner boxes, snowplows and snow plow hitch assemblies. The ability to store this equipment
in this covered, but not enclosed fashion, will add significantly to the life of this equipment and
lower maintenance in preparation for snow season.
RECOMMENDATION:
Staff recommends adoption of Ordinance No. 51-03, accepting C&N Construction's Base Bid of
$489,800 and bid Alternate #lof $60,800 as the apparent lowest and best bid. The City's
Architect has worked before with C&N and recommends them. It is necessary to pass this
Ordinance as an emergency because salt storage and capacity are a significant public peace,
health, safety and welfare concern. Staff desires to have both salt sheds complete in order to
stock salt prior to winter 2003
