Mayor McCash called the Special Meeting of Dublin City Council of July 1, 2002 to order at
6:35 p.m.
Roll Call
~, Council members present were: Mayor McCash, Vice Mayor Boring, Ms. Chinnici-Zuercher,
Mr. Kranstuber, Mr. Lecklider, Mr. Reiner and Ms. Salay.
Mayor McCash moved to adjourn to executive session for personnel matters.
Ms. Salay seconded the motion.
Robert Adamek, 7478 Tullvmore Drive asked if there would be opportunity for public
comment this evening.
Mayor McCash responded that there would not.
Mr. Adamek indicated that he received a personal note from Mayor McCash indicating that
there would be opportunity for public comment tonight.
Mayor McCash asked if Mr. Adamek completed a comment card at the public reception.
Mr. Adamek stated that the Mayor's note indicates that there would be two public meetings
held on July 1 and July 2.
Mayor McCash invited Mr. Adamek to make public comment.
Mr. Adamek stated distributed a copy of a note he received from Mayor McCash this week
which prompted some comments that he would like to share. He commented as follows in
regard to the City Manager search:
1. He has been asked by many citizens and business owners about the reason for the
lack of public involvement in this process.
2. Other concerns he has are the timing of the meetings and the short notice provided
for Special Council meetings.
3. His comment to the press about the Friday, June 14 meeting prompted Mayor
McCash to send a personal note to him which he has distributed tonight. He is
"..-., hopeful that other members of the community will receive special announcements of
upcoming important meetings. He knows that citizens such as Joel Campbell, Ron
Geese, Mike Close and many others who have a vested interest in the community
would like the same type of personal attention from the Mayor that he has received.
4. Per Mayor McCash's letter, he has been in compliance with the Charter. However,
he is "cutting the line" very close.
5. As to the Mayor's statement that Council cannot control how public notices are
disseminated, it is Council's responsibility to disseminate and give proper public
notice. In his four years as a Council Member, Council never called a meeting with
only 24 hours' notice. They made every effort to allow for public notice and would
not have called a special meeting for a Friday night when a regularly scheduled
meeting was scheduled for the following Monday. They would have instead
addressed the issues at the regularly scheduled meeting.
6. He asked that Council keep him on the list of special notification persons for any
special or emergency meetings.
7. Other concerns related to the lack of public input as it pertains to the City Manager
search are that it was his understanding that there were to be public question and
answer forums. It would have been enlightening to hear each candidate's response
to questions relating to abatements, ideas on how to control growth, economic
incentives and many other topics that are important to this community.
Unfortunately, that hasnot occurred. That is very puzzling to him and to many
others, especially when the Mayor indicates he has the need to protect candidates.
Protect them from what - the citizens of Dublin, the press? He does not believe the
".-... candidates were unaware that this is a public position, and a very high profile
; position in this state. The people of this community have the right to ask questions
I and collectively hear answers from the candidates.

8. More puzzling is the fact that Mr. Lecklider and Ms. Salay, while on Planning &
Zoning Commission were huge proponents of public input as it pertained to the
consolidation of the zoning code. It would seem that the selection of the City
Manager would be as important and would have the same type of public input.
9. He noted that he agrees with Mr. Lecklider on one point - not expecting a large
turnout at the public reception this evening. Mr. Lecklider also didn't believe that a
note card would be helpful, and he agrees. Reading a note card with a
homeowners association president's perceptions of the candidates would not be a
good selection criteria. However, seeing that person relate to community activists,
ask questions, and listen to the candidates respond to those questions would be a
very valuable tool.

10. In regard to Mr. Lecklider's expectations for the turnout, he does not believe this
Council wanted to have a huge turnout, public input or press involvement due to the
fact that this week is one of the least desirable of the year to hold a public reception
due to the vast majority who take vacations.
-- 11. Regarding the last point of Mayor McCash's note about Mr. Adamek's campaign, he
noted that his current and only campaign is to ensure the integrity and vitality of this
community in which he and many others before him have a vested interest, and to
see that it continues to flourish, even under its current leadership.
He thanked Council for their indulgence.
Mayor McCash responded that he appreciates Mr. Adamek's lack of recollection of what
has occurred up to this point regarding the public process. In the February 20, 2002
minutes of the Administrative Committee of the Whole, Mayor McCash had suggested that
Council use a process similar to that used by the school board, but unfortunately, there was
not support for that suggestion. As faras scheduling, there has been a lack of a concerted
effort in trying to establish the schedule. As far as Mr. Adamek's current campaign, he
believes it is simply an attempt to cloud the issue and constitutes a personal attack with
comments such as, "That's the way Mayor McCash operates." It is not a very appropriate
comment in view of the actual written record that he supported a public process. As he
indicated previously, this is a case of sour grapes. From a public standpoint, he
appreciates the comments - Mr. Adamek is a citizen and entitled to an opinion. Mayor
McCash added that he, personally, is entitled to an opinion as well.
Mayor McCash moved to adjourn to executive session for personnel matters. Council will
not be reconvening following the executive session.
Ms. Salay seconded the motion.
Mr. Kranstuber asked if there is other public comment at this time.
The Mayor directed the Clerk to call the roll.
....-., Vote on the motion: Mayor McCash, yes; Mrs. Boring, yes; Ms. Salay, yes; Mr. Lecklider,
yes; Mr. Kranstuber, no, adding that Mr. Maurer would like to testify at this time.
Wallace Maurer. 7451 Dublin Road stated that he has a bad habit of awakening to issues
after they have passed. He commented as follows:
1. There doesn't seem to be a large opportunity for public involvement in this process.
He did write a long note of feedback tonight on the comment card, but it is
meaningless because he had to try "on the wing" to learn about the candidates. He
is not at all satisfied with his own opportunity and believes that more public
meetings should have been scheduled.
2. As a sovereign citizen of Dublin, he has little knowledge with which to judge the
candidates. For him, tonight was not adequate opportunity to make a considered
reaction.
3. He asked if it is too late to have more exposure of the candidates. They should
have such an opportunity. There was not enough time for discussion.
Mayor McCash noted that Mr. Maurer is very familiar with the City Charter, and the Charter
provides that City Council hires the City Manager. While it is helpful to have input from the
citizens, it would mean that the 16 candidates would have to allow extraordinary time to
have this level of input with the citizenry one on one.
Mr. Maurer responded that he can speak only for himself. The electorate is the "boss," and
as such can come and ask for an accounting at any time from Council. The Charter does
provide that City Council hires the Manager; the City Council, however, serve the electorate
and the electorate can ask for more. He will continue to do so. He thanked Council for the
~ opportunity to speak.
Following brief discussion, Council directed the Clerk to call the vote on the motion once
again.
Vote on the motion: Mrs. Boring, yes; Ms. Salay, yes; Mr. Reiner, yes; Ms. Chinnici-
Zuercher, yes; Mayor McCash, yes; Mr. Kranstuber, yes; Mr. Lecklider, yes.
