HomeMy WebLinkAboutResolution 078-15RECORD OF RESOLUTIONS Dayton Legal Blank, Inc., Form No. 30045 Resolution No. 78 -15 Passed , 20 A RESOLUTION ACCEPTING THE LOWEST AND BEST BID FOR THE DUBLIN SCIOTO HIGH SCHOOL SHARED -USE PATH CONNECTION PROJECT WHEREAS, formal advertising and competitive bidding procedures have been conducted, pursuant to Section 8.04 of the Revised Charter and Chapter 37 of the Dublin Code, for the Dublin Scioto High School Shared -Use Path Connection Project; and WHEREAS, Council has determined that the bid submitted by Strawser Paving Company, Inc. constitutes the lowest and best bid; and WHEREAS, Council has determined that there may be a legitimate need to declare the relocation of the utilities in connection with the above - referenced project as a "single source" procurement, for reason that the company owning the utilities in question has the exclusive rights to relocate such utilities. NOW THEREFORE, BE IT RESOLVED by the Council of the City of Dublin, of its elected members concurring, that: Section 1. The bid submitted by Strawser Paving Company, Inc. in the total amount of $363,098.20 is hereby accepted. Section 2. The City Manager is hereby authorized to enter into contracts with Strawser Paving Company, Inc. for performance and completion of the Dublin Scioto High School Shared -Use Path Connection pursuant to the Advertisement. Proposal and Contract Documents for said project on file in the office of the City Engineer. Section 3. Sweder, P.E., Civil Engineer II Summary Memo Re: Resolution 78 -15 — Dublin Scioto High School Shared -Use Path Connection — Bid Acceptance On October 15, 2015, two (2) bids were received, publicly opened and read for the Dublin Scioto High School Shared -Use Path Connection project. This project consists of the installation of approximately 3,100 feet of eight -foot wide asphalt shared -use path and necessary drainage improvements, extending along the west and north side of the Dublin Scioto High School property. This path connection, as depicted in the attached exhibit, is consistent with the adopted Bikeway Plan in the Community Plan providing a path from Hard Road to Wyandotte Woods. The Engineer's estimate for the project is $325,000.00. Funds for construction of this project (AT1404) were budgeted in the 2014 — 2018 Capital Improvements Program (CIP) in the amount of $200,000.00. These funds were not utilized in 2014 to construct this path as it was found that the alignment needed to be adjusted to accommodate a stormwater basin located in Wyandotte Woods, Section 7. This alignment change required additional easement dedication from Dublin City Schools, which was secured in August of 2015. There are funds remaining in the current CIP budget allocation for shared -use path connections (AT1504) due to path projects being on hold for construction as the appropriate rights -of -way or easements are acquired. Strawser Paving Company, Inc. submitted the lowest and best bid of $363,098.20. Staff has thoroughly reviewed all bids and a summary of the bids is listed below. Comparison of the bids with the Engineer's estimate shows that the contractor believes that mobilization, excavation of material and surface course asphalt will be more costly. This is mostly likely due to the limited access to the work zone for the project, phasing of the project and time of year of the bid. Also, a contingency for base stabilization is included so if poor soil conditions are encountered, the appropriate base for the path can be constructed. If this is not needed, the overall cost may be reduced. For Council's reference and review, a reduced set of project construction drawings has been placed in the Council Planning Room. Res. 78 -15 - Dublin Scioto High School Shared -Use Path Connection October 22, 2015 Page 2 of 2 Staff anticipates the construction to commence in early November of this year with approximately 1,500 feet of the path being complete by the end of November, 2015. The remaining portion of the path will be constructed in the spring of 2016 with final completion of all work by May 27, 2016. The work area will be accessed from Hard Road, Tonti Drive and Wyandotte Woods Boulevard. Minor maintenance of traffic zones may be necessary during daytime working hours in those areas, but access will be maintained at all times. Recommendation Staff has thoroughly reviewed the bid from Strawser Paving Company, Inc. Previous experience with Strawser Paving Company Inc. has been favorable, including these recent projects: the 2014 Street Maintenance Program and the 2013 Street Maintenance Program. Staff recommends Council approval of Resolution 78 -15, accepting as lowest and best the bid of Strawser Paving Company, Inc. in the amount of $363,098.20 and authorizing the City Manager to enter into a contract with Strawser Paving Company, Inc. for this project.
