AN ORDINANCE AUTHORIZING THE CITY MANGER TO
ENTER INTO A MEMORANDUM O1F AGREEMENT WITH THE
FRANKLIN COUNTY BOARD OF HEALTH FOR THE
MAINTENANCE, STORAGE, AND JOINT PURCHASING OF
MOSQUITO CONTROL EQUIPMENT AND PRODUCTS
WHEREAS, the City of Dublin has a history of proven and worthwhile partnerships with
public, private and non-profit organizations; and
WHEREAS, such partnerships can yield savings and efficiencies to all participating parties;
and
WHEREAS, the City of Dublin has developed a progressive and comprehensive mosquito
control program; and
WHEREAS, the City of Dublin must maintain, purchase and store certain equipment and
materials for the purpose of mosquito conhol; and
WHEREAS, the Franklin County Board of Healtl~l also provides a mosquito control pro~n-am,
which requires similar equipment and materials to that used by the City.
NOW, THEREFORE, BE IT ORDAINED by 1:he Council of the City of Dublin, State of
Ohio, ~ of the elected members concurring that:
Section 1. The City Manager is hereby authorized to enter into an Agreement with the
Franklin County Board of Health for the following:
A. To jointly purchase mosquito control materials which will be stored and dispersed as
needed at the City of Dublin Maintenance; Center.
B. To allow the storage of the Franklin County Board of Health's mosquito foggers and
vehicles (5 each) at the City of Dublin Maintenance and/or Service Center(s).
C. To provide preventative maintenance service to the Franklin County Board of Health's
foggers at a rate equal to the cost of labor and material.
D. To require the Franklin County Board of Health to allow the use of its foggers) and
vehicles for the purpose of emergency backup.
Section 2. That this Agreement will be standard in form and provide the necessary
releases of liability and provisions of insurance.
Section 3. That this Agreement shall be for a period of one year with the option to extend
the Agreement upon mutual agreement between the parties for subsequent one year periods.
Section 4. That this Ordinance shall take effect and be in force on the earliest date
permitted by law.

RE: Franklin County Board,flf Health Mosquito Control Agreement
SUMMARY
The Franklin County Board of Health (FCBH), Envirollrrrental Division, provides contractual
mosquito control services throughout Franklin County. The City's Department of Service and
FCBH have an outstanding relationship on many rr.~atters. The City receives significant
input/advice from the FCBH regarding the mosquito control program. As you know, the
Department of Service provides mosquito control for the City and in the past has done so for
Washington Township. Recently, the FCBH approached the Department of Service about jointly
purchasing certain mosquito control products. The City has long practiced jointly purchasing
materials and products with other jurisdictions and ager.~cies. The City will benefit from such
joint purchasing. Should the City and FCBH jointly purchase materials, it would be most cost
effective for the materials to be stored at the Maintenance Center for the benefit of the City.
Since the FCBH vehicles will need to retrieve the material there, it would make sense for the
FCBH to store their vehicles with foggers at that facility or the Service Center. Storage of
material and vehicles with foggers would not hinder the storage capacity at either facility. The
FCBH's equipment could serve as a backup or augment the City's equipment, if needed. Also,
the FCBH requested that the City perform preventative maintenance on its fogging equipment.
Staff is agreeable to this at the cost of parts and labor. Performing this service would have little
to no impact on current staffing. Staff will review the value of this arrangement on an annual
basis.
RECOMMENDATION
Staff recommends Council pass Ordinance 25-03, authorizing the City Manager to enter into an
Agreement with the FCBH to reflect the maintenance, purchasing and storage of mosquito
control equipment and material.
