Home My WebLink AboutResolution 079-15RECORD OF RESOLUTIONS Dayton Legal Blank, Inc., Form No. 30045 79 -15 Resolution No. Passed 20 A RESOLUTION ACCEPTING THE LOWEST AND BEST BID FOR THE 2015 SANITARY SEWER MANHOLE REHABILITATION PROJECT WHEREAS, formal advertising and competitive bidding procedures have been conducted, pursuant to Section 8.04 of the Revised Charter and Chapter 37 of the Dublin Code, for the 2015 Sanitary Sewer Manhole Rehabilitation project; and WHEREAS, the 2007 Community Plan states an objective to continue efforts to remove inflow and infiltration sources within the existing sanitary sewer system; and WHEREAS, on October 14, 2015, three (3) bids were received for the 2015 Sanitary Sewer Manhole Rehabilitation project; and WHEREAS, Council has determined that the bid submitted by Municipal & Contractors Sealing Products, Inc. constitutes the lowest and best bid. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Dublin, of its elected members concurring, that: Section 1. The bid submitted by Municipal & Contractors Sealing Products, Inc. in the total amount of $366,590.00 is accepted. Section 2. The City Manager is hereby authorized to enter into contracts with Municipal & Contractors Sealing Products, Inc. for performance and completion of the 2015 Sanitary Sewer Manhole Rehabilitation project pursuant to the Advertisement, Proposal and Contract Documents for said project on file in the office of the City Engineer. Section 3. This Resolution shall take effect and be in force upon passage in accordance with Section 4.04(a) of the Revised Charter. Hammersmith, P.E., Director of Engineering /City Engineer Todd Garwick, P.E., Senior Civil Engineer - Utilities Summary Memo Re: Resolution No. 79 -15 — 2015 Sanitary Sewer Manhole Rehabilitation Project — Bid Acceptance On October 14, 2015, three (3) bids were received, publicly opened and read for the 2015 Sanitary Sewer Manhole Rehabilitation project. This project will provide for the rehabilitation of 190 existing sanitary sewer manholes in the Deer Run sewer shed. This work includes structural repair, internal chimney seals and cementitous grouting and lining. The cementitious grouting and lining will provide a barrier to the groundwater inflow and infiltration into the manhole and subsequently into the sanitary sewer system. The project is scheduled to be complete by June 1, 2016. The City will have a designated Engineering Project Inspector assigned to this project who will be available to respond to questions and manage access needs. The Engineer's estimate for the project is $500,000. Funds for this project (ES1202) are budgeted in the Sewer Fund this year in the amount of $500,000 as programmed in the 2015 -2019 Capital Improvements Program (CIP). Municipal & Contractors Sealing Products, Inc. submitted the lowest and best bid of $366,590.00. Staff has thoroughly reviewed all bids and a summary of the bids is listed below: For Council's reference and review, a copy of the maps depicting the locations of this work has been placed in the Council Planning Room. The bid received from Municipal & Contractors Sealing Products, Inc. is substantially less than the Engineer's Estimate, which results from their lower prices for performing the lining in the manholes and internal chimney seals. Additionally, Municipal & Contractors Sealing Products, Inc. price per internal chimney seal is $250.00, while Proshot Concrete, Inc.'s price is $390.00 and Lake County Sewer Co. Inc.'s price is $374.00. Based on discussion with representatives of Municipal & Contractors Sealing Products, Inc., staff believes they understand the scope of the work expected for the cementitious lining. Municipal & Contractors Sealing Products, Inc. indicated their price bid is typical for this type of work they have performed for other agencies, most recently in the City of Columbus sanitary sewer system. Recommendation Staff has thoroughly reviewed the bid from Municipal & Contractors Sealing Products, Inc. Previous experience with Municipal & Contractors Sealing Products, Inc. was excellent when they performed the 2012 Sanitary Sewer Manhole Rehabilitation Project in the City of Dublin. The work was performed exceptionally well with results much better than expected. Staff recommends Council approval of Resolution 79 -15, accepting as lowest and best the bid of Municipal & Contractors Sealing Products, Inc. in the amount of $366,590.00 and authorizing the City Manager to enter into a contract with Municipal & Contractors Sealing Products, Inc. for this project.
