HomeMy WebLinkAboutResolution 070-15r� RECORD OF RESOLUTIONS Dayton Legal Blank, Inc., Form No. 30045 Resolution No. Passed 20 A RESOLUTION ACCEPTING THE LOWEST AND BEST BID FOR THE JOHN SHIELDS PARKWAY, PHASE 2 PUBLIC SANITARY SEWER (PART 1) AND WATER MAIN (PART 2) PROJECT. WHEREAS, formal advertising and competitive bidding procedures have been conducted, pursuant to Section 8.04 of the Revised Charter and Chapter 37 of the Dublin Code, for the John Shields Parkway, Phase 2 Public Sanitary Sewer (Part 1) and Water Main (Part 2) project; and WHEREAS, Council has determined that the bid submitted by Nikolas Savko & Sons, Inc. constitutes the lowest and best bid; and WHEREAS, Council has determined that there is a legitimate need to declare the relocation of the utilities in connection with the above - referenced project as a `single source" procurement, for reason that the company owning the utilities in question has the exclusive rights to relocate such utilities. NO THEREFORE, BE IT RESOLVED by the Council of the City of Dublin, of its elected members concurring, that: Section 1. The bid submitted by Nikolas Savko & Sons, Inc.in the total amount of $390,116.70 is hereby accepted. Section I The City Manager is hereby authorized to enter into contracts with Nikolas Savko & Sons, Inc. for performance and completion of the John Shields Parkway, Phase 2 Public Sanitary Sewer (Part 1) and Water Main (Part 2) project, pursuant to the Advertisement, Proposal and Contract Documents for said project on file in the office of the City Engineer. Section 3. Bishop, P.E., S.I., Program Management Consultant Summary Memo Re: Resolution No. 70 -15 - John Shields Parkway, Phase 2, Public Sanitary Sewer (Part 1) and Public Water Main (Part 2) Project — Bid Acceptance On September 29, 2015, six (6) bids were received, publicly opened and read for the John Shields Parkway, Phase 2, Public Sanitary Sewer (Part 1) and Water Main (Part 2) Project. The improvements for this project include: public sanitary sewer installation; public waterline installation; and temporary drainage controls. The City advanced the public sanitary sewer and water main installation for the future John Shields Parkway, Phase 2, Roadway Improvements project as a separate bid package in order to meet a City commitment in the development agreement (between CASTO and the City) to install the sanitary sewer and water main by March 1, 2016. CASTO had requested this work advance more quickly than the roadway package so they may obtain certificate of occupancies for buildings in their development as early as March 2016. The Engineer's estimate is $627,526.00. The budgeted funds for these improvements are from the 2015 -2019 Capital Improvements Program (CIP) and were included under John Shields Parkway, Phase 2 (ET1409). Nikolas Savko & Sons Inc. submitted the lowest and best bid of $390,116.70. A summary of the bids is listed below. Res. 70 -15 - John Shields Parkway, Phase 2, Public Sanitary Sewer (Part 1) and Water Main (Part 2) Bid Acceptance October 8, 2015 Page 2 of 2 The bid price was below the Engineer's estimate, likely due to the fact that Nikolas Savko & Sons, Inc. is the site and public infrastructure contractor for the adjacent development project (CASTO- Tuller Flats) and the project is good winter work for contractors that have few work types that lend themselves to being performed in colder weather. Construction is expected to commence in November 2015 with completion of the work on or about February 1, 2016. Recommendation The John Shields Parkway, Phase 2 Public Sanitary Sewer (Part 1) and Water Main (Part 2) project bids have been thoroughly reviewed. Nikolas Savko & Sons, Inc. submitted the lowest and best bid of $390,116.70. As a result of the bid being 37.8% lower than the Engineer's Estimate, there was a meeting with Nikolas Savko & Sons, Inc.'s Estimator to review the project scope and line items that were identified as having the largest deviation in cost from the next lowest bidder. After performing the bid review, staff is satisfied the Estimator understood the scope, specifications and documents well and bid a number that represented the work set forth in the bid documents. Staff recommends Council approval of Resolution 70 -15, accepting as lowest and best the bid of Nikolas Savko & Sons, Inc. in the amount of $390,116.70 and authorizing the City Manager to enter into a contract with Nikolas Savko & Sons, Inc. for this project.
