AN ORDINANCE ACCEPTING THE LOWEST AND BEST
BID FOR FITNESS EQUIPMENT AND AUTHORIZING
THE CITY MANAGER TO ENTER INTO A CONTRACT
FOR PROCUREMENT OF SAID EQUIPMENT.
WHEREAS, formal advertising and competitive bidding procedures have been
conducted for the procurement of fitness equipment; and
WHEREAS, Council has determined that bids submitted by The Fitness Store, Star
Trac a nd B erry's B arbell f or s aid e quipment c onstitute t he 1 owest a nd best b ids b y
item in the total amount not to exceed $44,673.
NOW, THEREFO , BE IT ORDAINED by the Council of the City of Dublin,
State of Ohio, of the elected members concurring:
Section 1. That the following bids by item in the total amount not to exceed
$44,673.00 for the below mentioned equipment are hereby accepted:
The Fitness Store (Item 2) $15,996.00
Star Trac (Items 1 and 4) $20,535.00
Berry's Barbell (Section II, Itemsl4 and 15) $8,142.00
Total not to exceed: $44,673.00
Section 2. That the City Manager is hereby authorized to enter into contracts with
The Fitness Store, Star Trac and Barry's Barbell for the procurement of said
equipment as specified above and within said bidder's bid proposals on file in the
Department of Finance.
Section 3. That this Ordinance shall take effect and be in force on the earliest date
permitted by law.

Re: Recreation Center Fitness Equipment Bid Process

SUMMARY:
Ordinance No. 40-04 accepts multiple bids for fitness equipment for the Division of Recreation Services and
authorizes the City Manager to enter into a contract for the purchase of such equipment. Also attached for your
reference, please find a copy of the bid tabulation form.
This ordinance authorizes the purchase of a variety of fitness equipment to replace various existing equipment items
used in the fitness/wellness area of the Recreation Center. Bids were solicited on a price per unit basis for four (4)
different types of fitness equipment categorized in one (1) general equipment class: Cardiovascular Equipment.
Estimated quantities were provided for each type of equipment, however, such estimates were provided on a "more
or less" basis with the understanding that such estimates were not necessarily indicative of the actual quantities to be
ordered under a resulting contract. The City's bid documents included detailed specifications for each type of
equipment; however, alternate bids were permitted, provided that such bids contained a detailed description of all
deviations from the City specifications, and that the proposed equipment met the stated needs of the City.
As reflected in the attached bid tabulation, the City received bid proposals from the following vendors:
• The Fitness Store
• Star Trac Fitness
Berry's Barbell and Fitness Equipment Co.
RECOMMENDATION:
Based upon detailed analysis of the bids submitted, it is in the City's best interest to make multiple awards. Except
in the case of Group Cycling Bikes (Item #4) the lowest bid item did not meet all required specifications; therefore,
the second lowest was determined to be the best bid for all other items. Staff recommends that Council adopt the
attached legislation authorizing multiple awards as identified below:
The Fitness Store (Elliptical Cross Trainers) $15,996.00
Star Trac (Treadmills, Group Cycling Bikes) $20,535.00
Berry's Barbell (Stair Climbers) $ 8,142.00
The total amount of all awards, given the actual quantities to be ordered, is $44,673. The 2004 budget for this
equipment is $49,000.
