Form No. 30043 Ordinance No. 39-04 Passed 20 AN ORDINANCE ACCEPTING THE LOWEST AND BEST BID FOR POOL CHLORINE AND AUTHORIZING THE CITY MANAGER TO ENTER INTO A CONTRACT FOR PROCUREMENT OF SAID COMMODITY. WHEREAS, formal advertising and competitive bidding procedures have been conducted for the procurement of pool chlorine; and WHEREAS, Council has determined that bids submitted by Thomas and Marker Construction Company and K-O-K Products, Inc. for said chlorine constitute the lowest and best bids by item, in the total amount not to exceed $36,716; NOW, THEREFORE, BE IT ORDAINED by the Council of the City of Dublin, State of Ohio, ~ of the elected members concurring: Section 1. That the following bids by item in the total amount not to exceed $36,716 for the below mentioned chlorine are hereby accepted: K-O-K Products, Inc. (Item 1) $33,120.00 Thomas and Marker Construction Company (Item 2) $ 3,595.50 Total not to exceed: $36,176.00 Section 2. That the City Manager is hereby authorized to enter into contracts with K-O-K Products, Inc. and Thomas and Marker Construction Company for the procurement of said chlorine as specified above and within said bidder's bid proposals on file in the Department of Finance. Section 3. That this Ordinance shall take effect and be in force on the earliest date permitted by law. Passed this ~ day of , 2004. Hoyle, Director of Fiscal AdministrationV~'""~ SUMMARY: Ordinance No. 39-04 accepts multiple bids for various formulations of chlorine for use at the City of Dublin Swimming Pools, and authorizes the City Manager to enter into contract for the purchase of these items. On Thursday, May 20, 2004, bids were opened for the City of Dublin Pools Chlorine Bid Project. Items requested for bid include sodium hypochlorite (liquid chlorine) and tablet chlorine. The latter product was specified to comply with delivery system warranty requirements. Bids were received from the following vendors: • K-O-K Products, Inc. • Thomas and Marker Construction Company • Ohio Pool Equipment and Supply Company RECOMMENDATION: Based on analysis of the bids submitted, it is in the City's best interest to award as follows: Item #l: Sodium Hypochlorite (liquid chlorine) K-O-K Products, Inc. $ 3,595.50 ($.765 per gallon) Item #2: PPG Accu-Tab Blue SI (tablet chlorine) Thomas and Marker Construction Company $33,120.00 ($103.50 per SSlb. bucket) The total of both awards is $36,716. The 2004 budget includes $10,500 for liquid chlorine and other pool chemicals and $60,000 for solid chlorine for the outdoor pools. However, some amounts of both commodities have been purchased before the completion of this bid process. Attachment
