An Ordinance Amending The Annual Appropriations Ordinance For Fiscal Year
Ending December 31, 2002
WHEREAS, Section 5705.40 of the Ohio Revised Code allows for supplemental
appropriations to be made provided sufficient resources are available: and
WHEREAS, the Ohio Revised Code requires, when necessary, amendments to the
Annual Appropriations Ordinance to be made in order that appropriations are not over
expended; and
WHEREAS, it is necessary to amend the Annual Appropriation Ordinance to provide
appropriate funding for various budget accounts.
NOW, THEREFORE BE IT ORDAINED by the Council of the City of Dublin, State
of Ohio, of the elected members concurring that:
Section 1. The appropriation in account 101-0620-740-2390 be reduced by the
amount of $190,000 based on the contracts awarded for the maintenance of rights-of-
way.
Section 2. There be appropriated from the unappropriated balance in the Safety
Fund the amount of $40,000 to account 214-0810-750-2330 for the purpose of paying
rent to Washington Township for the space the City is leasing at Fire Station 92.
Section 3. There be appropriated from the unappropriated balance in the Capital
Improvements Tax Fund the amount of $8,356.94 to account 401-0314-810-2790 for the
purpose of transferring funds to the Arts Facility Renovation Fund.
Section 4. There be appropriated from the unappropriated balance in the Arts
Facility Renovation Fund the amount of $10,581.28 to account 434-0314-780-2530 for
construction costs related to the renovation of the Dublin Arts Facility located at 7125
Riverside Drive.
Section 5. There be appropriated from the unappropriated balance in the Historic Dublin
Parking TIF Fund the amount of $310,000 to account 436-0314-780-2551 for the
construction of a parking lot located between Franklin Street and Mill Lane, south of W.
Bridge Street.
Section 6. This Ordinance shall take effect and be in force in accordance with Section
4.04(a) of the Dublin City Charter.

Ordinance 77-02 requests funding authorization in several accounts be adjusted.
Memo
Section 1 will reduce the funding authorization budgeted for contractual services in the Division of
Grounds and Facilities budget for the maintenance of City grounds. This reduction is based on the
contracts awarded for the maintenance ofrights-of--way (i.e. the various phases of Emerald Parkway,
Frantz Road, S.R. 161, Avery-Muirfield interchange, etc.)
Section 2 appropriates the funding to make payment to Washington Township for the space that is leased
at Fire Station 92 for the police "sub-station". The lease was executed last year and the funding for the
lease payment was appropriated; however, the payment was not processed. At year-end appropriations
lapsed resulting in the need to re-appropriate the funds.
Sections 3 and 4 are for final change orders related to the renovation of the arts facility. The transfer is
needed from the Capital Improvements Tax Fund to provide sufficient funding to finalize the project.
The appropriation amount being requested in the Arts Facility Renovation Fund includes the transfer and
interest income earned during the year on the average daily cash balance in the Arts Facility Renovation
Fund.
In the 2002 Operating Budget, funding in the amount $310,000 was programmed in the Capital
Improvements Tax Fund (see attached) for the purpose of advancing funds to the Historic Dublin Parking
TIF Fund. Section 5 is requesting the appropriation of the advanced funds in the Historic Dublin Parking
TIF Fund. These funds will be utilized for costs related to the construction of the parking lot identified in
the Ordinance. This parking lot is behind, or south, of the "Town Center II" site.
