A RESOLUTION ACCEPTING THE LOWEST AND
BEST BID FOR THE WATERFORD VILLAGE STORMWATER
IMPROVEMENTS - AREAS 4 AND 5 PROJECT
WHEREAS, formal advertising and competitive bidding procedures have
conducted, pursuant to Section 8.04 of the Revised Charter and Chapter 37
Dublin Code, for the Waterford Village Stormwater Improvements — Areas 4
Project; and

WHEREAS, Council has determined that the bid submitted by Danbert, Inc. constitutes
the lowest and best bid; and
WHEREAS, Council has determined that there may be a legitimate need to declare
the relocation of the utilities in connection with the above - referenced project as a
"single source" procurement, for reason that the company owning the utilities in
question has the exclusive rights to relocate such utilities.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Dublin,
of its elected members concurring, that:
Section 1. The bid submitted by Danbert, Inc. in the total amount of $599,995.00
is hereby accepted.
Section 2. The City Manager is hereby authorized to enter into contracts with
Danbert, Inc. for performance and completion of the Waterford Village Stormwater
Improvements — Areas 4 and 5, pursuant to the Advertisement, Proposal and Contract
Documents for said project on file in the office of the City Engineer.
Section 3. This Resolution shall take effect upon passage in accordance with Section
4.04(a) of the Revised Charter.

Waterford Village Stormwater Improvements — Areas 4 and 5 - Bid
Acceptance
On September 8, 2015, three (3) bids were received, publicly opened and read for the Waterford Village
Stormwater Improvements — Areas 4 and 5 project. This project will install storm sewer; concrete
sidewalk; concrete combination curb and gutter; and asphalt milling and resurfacing. This purpose of
the project is to increase pipe capacity in the neighborhood to minimize flooding potential of rear yards
and roadways.
The Engineer's estimate is $630,000.00. Funds for this project are budgeted from the Capital
Improvements Program (EF0201) in the amount of $410,000.00. There are funds remaining in other
stormwater maintenance work projects for 2015 that will be utilized to supplement the shortfall for this
project.
Danbert, Inc. submitted the lowest and best bid of $599,995.00. Staff has reviewed all bids and a
summary of the bids is listed below.

For Council's reference and review, a reduced set of project construction drawings has been placed in
the Council Planning Room.
Staff anticipates the construction to commence in early October 2015 in Area 5 (Monterey and Waterford
Drives). The work in Area 4 (Longbranch Drive) will be done in the spring of 2016. Frantz Road,
Longbranch Drive, Monterey Drive and Waterford Drive will remain open to traffic for the duration of the
construction. The scheduled completion date for the project (both areas) is May 20, 2016.
Staff has thoroughly reviewed the bid from Danbert, Inc. Previous experience with Danbert, Inc. has
been favorable, including these recent projects: 2015 Stormwater Maintenance Program and 2015
Sanitary Sewer Maintenance Program.

Recommendation
Staff recommends Council approval of Resolution 63 -15, accepting as lowest and best the bid of
Danbert, Inc. in the amount of $599,995.00 and authorizing the City Manager to enter into a contract
with Danbert, Inc. for this project.
